Summit County Planning Director Michael Barille told commissioners com-missioners that infrastructure, like bridges and wells, could be overtaxed over-taxed on the eastside and planners want to take a closer look. "There are some things that dont seem to be consistent with the Summit County General Plan," Barille said. The moratorium expires at 5 p.m. on March 3 and until that time, the Summit County Community Development Department will accept no applications, applica-tions, relevant to the ordinance. 'Hie ordinance states the moratorium moratori-um is an attempt to implement some proposed changes to the Eastern Summit County Development Code. Five men face felony drug charges in court By PATRICK PARKINSON Of the Record staff Appearing in court this week, five men, charged with multiple first-degree first-degree felony counts of possession and distribution of a controlled substance, sub-stance, were sent back to the Summit County Jail, with hearings pending Oct. 14. All five defendants spoke to Third District Court Judge Bruce Lubeck through an interpreter. , Stephanie Ames, a public defender, defend-er, representing Benjamin Betancourt-Rubio, 20, told Lubeck that additional evidence has surfaced, sur-faced, regarding charges filed against the man. Betancourt-Rubio is charged with possession of a controlled substance with intent to distribute, a first-degree first-degree felony, two counts of falsification falsifica-tion or alteration of a government record and possession of drug paraphernalia, para-phernalia, all three, class-B misdemeanors. misde-meanors. According to court information, on Sept. 20, Summit County Sheriffs Office Detective Tom James executed execut-ed a search warrant at a unit at the Aspen Villas Apartments in Park City. ; "During a search of the bedroom where the defendant was located, officers located electronic scales with a white residue on them, packaging materials for cocaine, and a plastic 'twist' which contained a wliite powder pow-der substance." state court documents. docu-ments. The officer also located a forged social security card in the name of the defendant inside a jacket that was hanging in the bedroom closet," states the court information. ' During the search, officers also found Jorge Alejandro Betancourt, 23, in a bedroom in the apartment. This man has since been charged with four counts of distribution of a controlled substance, all first-degree felonies, one count of possession of a controlled substance with intent to distribute, and falsification or alteration alter-ation of a government record and possession of drug .paraphernalia, rxth iremeanors, ,M; Police allege that a confidential drug informant purchased cocaine from Jorge on July 21 and 30, in a unit at Aspen Villas Apartments on Kearns Boulevard. Two alleged purchases were made July 30. James stated that an informant visited the Park City apartment again. "The amfidential informant was wired with an audio transmitter," states court information. Before serving' a warrant and arresting Jorge in Park City on Sept. 20, on Sept. 17, an informant allegedly alleged-ly made another cocaine purchase under James' purview. The officer claims that a Mexican birth certificate, certifi-cate, that appeared to be altered, bearing Jorge's name was also found. During the sting, court records show that James and his informants crossed paths with 28-year-old Felipe Rubio Betancourt. This suspect has since been arrested and charged with three first-degree felony counts for distribution of a controlled substance. sub-stance.
