A medical examination of a rape victim can determine that sex occurred and arguably, even with whom, but proving intent is much more difficult, Booth added. Maxell said a rate hike in the subdivision last summer did not adequately compensate the water system and the system is presently only generating about half of its necessary revenue. If passed, the new rate would be retroactive to last January, Maxell said, adding that 20,000 gallons per month is about three-quarters of an acre-foot each year per household.
