Please explain how you differ from your fellow candidate and how those differences will help you if elected? i I j not forgetting that it is the resort economy that gives us the wherewithal where-withal to have the services we demand in the community (and makes it a heck of a lot more fun to live here!), we need to start acting more like a community, starting with City Hall. Our local bus service needs to be expanded to accommodate accommo-date residents, we need to enhance our community recreation facilities, we need to establish better community commu-nity outreach programs for young and old alike, we need to balance the needs of the tourist economy with the quality-of-life concerns of the residents, and City Hall needs to become more "citizen friendly." Again, continual dialogue among the various sectors of the community communi-ty is the best way to address this and any issue. Brad Olch Incumbent 1. Please explain how you differ from your fellow candidate and how those differences will help you if elected? My philosophy of governance sets me distinctly apart from my opponent. I do not practice a "Trust us we know best" style; rather, I advocate involving as many people as possible in the decision-making process, especially those people whose lives are most affected by the decision. Some of my ideas for giving giv-ing Park City's citizens a louder voice include a Mayor's Advisory Council, a community-wide strategic strate-gic planning process to chart Park City's direction for the next five years, an annual survey of citizens, and regular office hours for the mayor. I would be out in the community com-munity on a regular basis (which is not new for me!), creating opportunities opportu-nities to listen to you. I believe one of the mayor's primary duties is to represent the needs of her constituents con-stituents to the city council so that council decisions are based on the most complete information possible from a variety of sources. 2. What criteria would you have for future land annexations by Park City, and, in your view, are there any land parcels that meet those criteria? crite-ria? All potential annexations by Park City should be analyzed carefully care-fully on the basis of a number of criteria. cri-teria. Does the parcel in question provide some extraordinary benefit to the community or give us something some-thing we need (open space, land for building community facilities, etc.)? Does annexation gives us better control over a particular parcel so that the development of it does not negatively impact the community (Flagstaff, for example)? I am not privy to any annexation discussions at present, although one obvious area to consider might be Quinn's Junction so that we have control over how that entrance to our city will be developed and what kind of land use we want there. Annexation, again, is certainly not to be rushed into with abandon and as always should include a public process. 3. How can Park City best juggle its roles as a resort town and a residential resi-dential community? First, we must acknowledge that we have indeed become as much a full-time residential community as a year-round resort town. And, while I am the only mayoral candidate with extensive municipal experience. experi-ence. Having spent five years on the planning commission (two as chairman) chair-man) I understand fully the planning plan-ning issues that face Park City. As Mayor of Park City I have gone on patrol with the police, plowed snow with the public works department, and traveled into the mine tunnels to inspect our water sources. I have worked with all types of groups both here in Park City and statewide for the benefit of our residents. resi-dents. I have helped to guide Park City through the most dramatic changes in its 113-year history. I have the tested leadership experience experi-ence to continue leading Park City toward a prosperous future. 2. What criteria would you have for future land annexations by Park City, and, in your view, are there any land parcels that meet those criteria? crite-ria? ' '" ' Park City should consider annexing annex-ing property only when the benefits of annexation to Park City residents, resi-dents, property owners and visitors exceed the costs associated with annexation. Benefits could include expanded open space, needed public pub-lic facilities, improved public services, ser-vices, enhanced tax base, or the ability abil-ity to reduce the negative impacts of the proposed development. The Park City General Plan identifies several areas primarily northeast of town, where annexation could be appropriate if the key public benefit criteria were met. The Flagstaff area south of town could be appropriate for annexation if the developer modified the design of the project to address concerns expressed by the community. 3. And, many residents came to live in Park City because of the amenities available in a resort town. The key is balance. Invest the revenues generated by the resort economy in facilities and services that benefit residents such as trails, parks, playing fields, year-round year-round transit and cultural facilities. Address the impacts of tourism so that they do not fall too heavily on residents. Include residents in the resort, civic and social activities of the town. Balance involves working hard to minimize the disruption of resort activities and at the same time recognizing that disruption is inevitable if we are to remain a viable resort community. City Council race Roger Harlan Incumbent 1. Please explain how you differ from your fellow candidates and how those differences will help you if elected? I have had five years of council experience. This council works very well together. Our strengths are diverse and there is no acrimony on this council. In addition to solid council experience, I have championed champi-oned the cause of youth and recreation. recre-ation. No one will work harder than me to bring an ice skating facility to Park City and a skateboard park. I do not resort to negative campaigning; campaign-ing; I have and will continue to speak the truth. I am patient and I ' IKV ."'V the council would have to consider areas where Hank Rothwell would be willing to negotiate. He knows our position. A cardinal principle in this discussion is that Park City will be powerfully impacted by Flagstaff whether it is in the city, or remains in the county. One of the major issues is the loss of revenue big revenue if Flagstaff were to be developed in the county. 3. Park City will be hosting approximately 40 percent of the 2002 Winter Olympics. Undoubtedly the Games will bring opportunities and challenges. As a member of the Park City Council, what would your top three priorities be for Park City's Olympic planning? plan-ning? The Olympics in 2002 will be this amazing festival that so many of us dream about, if three things happen: 1. We develop the plan that has been building over the last three years. A good plan is flexible, but you stick to the road map. We've appointed Frank Bell to be our point man. Frank has other responsibilities respon-sibilities but he is one tough negotiator. nego-tiator. And, he has a wealth of experience expe-rience that he gained from the Atlanta Summer Games. 2. 1 have already made the commitment com-mitment that I will do everything I can to make this once-in-a-lifetime event the most incredible thing to hit this town. My commitment means that I will serve as a watchdog watch-dog regarding planning, contracts, interfacing with other political entities enti-ties and the two ski areas. In other words, I will do all in my power to protect the interests of Park City. 3. I want every kid in Park City and even Summit County to meet Olympians, see their equipment, watch their videos and get a firsthand first-hand look at some of the participants. partici-pants. I want our children and young people to see, up close, an Olympic event or practice session. This is my Olympic pledge to the citizens of Park City. Eric Hoffman Candidate 1. Please explain how you differ from your fellow candidates and how those differences will help you if elected? listen. I have seen a lot in life; I definitely def-initely will bring an even-handed-ness to council matters. I believe I can assist in the process of working with the Hispanic community. I sponsored a, successful Christmas party for our Hispanic children in 1995. Our two Spanish teachers at the high sch6ot Mr. Craig Watson and Mrs. Mack were invaluable. I marshalled financial resources and human resources, and the result was terrific! I am prepared to get even more involved; this is an opportunity opportuni-ty for Roger Harlan to again show leadership. 2. The proposed development on United Park City Mines-owned land on Flagstaff Mountain, commonly com-monly known as the Flagstaff project, pro-ject, was approved by the Park City Council, yet UPCM decided the council's approval was not acceptable accept-able and has since brought the proposal pro-posal to Summit County. If UPCM were to bring its proposal back to the City Council, what, if anything, would you do differently? Of the five council members, I recommended the smallest number of development units. I listened to the citizens on Flagstaff. If Flagstaff were to come back to the city, then M? Nt W Does someone who has been intricately involved with city government gov-ernment have an advantage over an outsider? Sure, but there are some big disadvantages as well. As a political outsider I can see issues clearly, without bias and from a different perspective than the other candidates. I am running for office because I feel that nobody on the current council speaks for me. I won't experience any gain aside from longer days and monetary compensation that may explain why so few people run for city office.
