"I think we've all experienced what Sundance and our winter visitors do to our traffic." said Park City Council member Paul Sincock. "It has just ground to a halt." Parking has been no better, according to city Transportation Director Hope Bleecker. The city has seen dramatic tripling of parking tickets this winter due to increased enforcement. Sundance Festival aside. But. said Bleecker, the average 25 tickets the city hands out per day will likely be closer to 30-35 for each day of the festival. Ninety-one Ninety-one cars were towed from Thursday. Jan. 16 when the festival festi-val got underway to Friday. Jan. 24. according to police department depart-ment administrator Lloyd Evans. He said that is about on pace with last year. The city council discussed possible pos-sible traffic and parking solutions solu-tions perpetual topics at council meetings at Thursday afternoon's after-noon's work session. Most were in agreement that it may be time to change the way cars are managed man-aged in town during the film festival's fes-tival's 10-day tenure. Council member Paul Sincock said the festival might be a good way to practice some Olympic-style Olympic-style parking and traffic solutions such as blocking off sections of town to private cars, increasing public transit even further and creating large public parking lots at the edge of town. "Olympic training is the perfect per-fect analogy." agreed council member Chuck Klingenstein. "Why can't we run the film festival fes-tival like we run the Art Festival, the Franklin Quest golf tournament, tourna-ment, or any of the other big events in town?" Bus systems are already at record levels this week, according accord-ing to City Manager Toby Ross. Though nobody said the system has reached full capacity, council member Roger Harlan did say he rode a standing-room-only bus last week. Bleecker reported that the transit system and private shuttles used by the festival will have moved some 22.500 riders at Sundance's close. Bleecker said it was the impression of some in the Transportation Department that Sundance is approaching the size of the Art Festival. "You can tell it's growing just based on the gridlock in town." she said. "I think there's a definite need to park people in neighborhood zones" as is done during August's Art Festival. Other possible mitigation miti-gation measures could include directional signs guiding traffic to designated zones, creating pedestrian-only zones and stepping up transit "as much as three times" what it currently is, according to Bleecker. But despite all of the complaints com-plaints council members say they have received from the public, there remains some resignation, and even acceptance, of the traffic traf-fic and parking situation. "It goes with the territory." said council member Roger Harlan. "I'm a bright guy I know it's festival time." He said he took a Park City Transit bus on ski outings twice last week in anticipation of the increased traffic, traf-fic, and found the system to be easy and convenient. "I'm not terribly motivated to look for solutions to festival parking and traffic," said Harlan. "You have to be realistic. This isn't the first time we've had the festival. Talking about it and talking about it and talking about it may assuage some people's anger. But finally, you either deal with it or move out of town." Police seeking suspect in home-intrusion incident by Adam Elggren OF THE RECORD STAFF Park City police are seeking a man who forced his way into a Prospector Square-area apartment Wednesday morning and threatened a woman at knifepoint. knife-point. According to Park City Police Det. Rod Ludlow, police believe a Hispanic male in his late 20s forced his way into the apartment after the victim answered the door. He apparently took a knife from the victim's kitchen and threatened to cut her wrists at one point. The victim survived the intrusion unharmed. Police describe the suspect as about 5' 9", with a very slim build and long, curly black hair shaved around the ears. Unusual characteristics include blue eyes, a long goatee-style beard and a tattoo of a cruci- City Briefs Disclosure At Thursday's meeting, the Park City Council accepted and entered into record statements from all five council members and Mayor Brad Olch disclosing any potential conflicts con-flicts between their interests and the city's. As required by the city's Municipal Code, elected officials submit a statement each year listing what property they own or business interests they have or represent, so the public can determine if those interests might affect their decisions regarding the city's affairs. The mayor and council listed the following: Council member Hugh Daniels resides at 615 Woodside Avenue, owns part ownership in property at 222 Grant Ave., and is involved in the following businesses: The Old Miners' Lodge, Inc., Utah Inns Corp.; Silver King, L.L.C.; Jupiter Property Management of Park City, Inc. Council Member Roger Harlan resides at 2558 Geronimo Ct., a home in which he has at least partial ownership, and is employed by Sports Life, a charitable youth orga- fix on the left side of his neck, below the ear. The suspect escaped the scene in a black full-size van. possibly a late-model Chevrolet with purple tinted tint-ed windows and no license plates. "We're working with Salt Lake law enforcement on a possible match with a suspect they are looking for." said Ludlow. "The suspect's vehicle description may tie in with somebody they're looking for." According to Ludlow and Det. Mary Ford, the home intrusion probably resulted from a case of mistaken mis-taken identity, as it is believed the intruder was seeking seek-ing a different apartment. Mayor Brad Olch resides in and owns a home at 2571 Lucky John Dr.. and is not involved in any business busi-ness which does or intends to do business with Park City Municipal Corp., or is subject to city regulations. Council member Paul Sincock resides at 2925 Estates Circle. He is owner of R F. Sincock & Co., and is vice president and director of Uniglobe Peregrine Travel. All of the city's elected officials disclosed that they neither do nor intend to represent or assist any people peo-ple or businesses in transactions which involve Park City Municipal Corp.
