Show Page A8 Thursday, March 18, 1993 The Park Record Section A t: New county recycling efforts Dogs and drugs are bulk of sentencing in Third Circuit Court March, 1 0 by Chris Bender Summit County Planning Commission Chairman Gary Weiss has recently introduced two amendments to the General Plan which focus on the future of recycling as well as key solid waste management planning issues. If passed, the Park City Recycling Association (PCRA) believes that these amendments would have a tremendously positive impact on the future of local recycling efforts. These amendments would also aid in the establishment of a much needed and anticipated solid waste management plan from Summit County which would confront the impact that both approved and proposed new developments will have on the area's present landfill availability and future capacities. The issues of higher landfill operating costs brought about through the EPA's new Subtitle D Regulations will more than likely require changes in Summit County's current solid waste management practices. The first amendment that Weiss has introduced would require all new developments, residential and otherwise, to provide areas for the adequate placement and use of recycling bins. The recycling bins would be made available to all occupants of the development and would be provided at the developer's expense. Rather than waiting until a new development has been completed before addressing the collection of recyclables, this amendment places the issue into the hands of the developer in the critical planning phase. In other words, this amendment would alleviate the problem of having the county deal with a During hearings in the Third Circuit Court March 10, Judge Roger A. Livingston sentenced four individuals. Emest H. Paul, 46, of Salt Lake City, pleaded guilty to driving complete 36 hours of community service, as well as an alcohol counseling program. Steve H. Parkins, 33, of 2168 Monarch Dr., Park City, pleaded guilty to allowing his dog to run development's solid waste management needs once it was completed. The second proposal calls for an amendment to be made to the Environmental and Open Space Element of the General Plan. In a joint governance study between Summit County and Park City Municipal corporation, it was determined that it would not be cost effective to improve the existing landfill to meet new standards for construction wastes, yard wastes, tires, etc. The study concluded that a transfer station, recyclingyard waste station or some other facility will be required to handle these waste streams. The amendment would therefore require Summit County to designate and provide an area within the Snydcrville Basin to be used as a transfer station for recyclable materials and yard waste composting. The main transfer station would be used in conjunction with other centralized locations for the convenient dropoff by citizens and collection agents. ' The PCRA is very supportive of both of these amendments and views them as a very necessary step in outlining the future of Summit County's solid waste management plan. Ballard, 54, of 2155 Sidewinder Dr., Park City, pleaded guilty to allowing her dog to biteattack. Another charge of allowing her dog to run at large was dismissed. She was fined $50 and must pay restitution to the victim. Richard R. Conrad, 33, of Salt Lake City, pleaded guilty to driving under the influence of alcohol and possession of drug paraphernalia. He was fined $700 for the two violations and given a total jail sentence of 120 days, of which 118 are suspended. He was given one-year probation, during which time he must exhibit good behavior with no violations of the law. He must also complete an alcohol education program and submit to random urinalysis for marijuana and cocaine during the next three months.
