TDne Yeair Sun H&eview In JANUARY there was news from tradional sources like the annual an-nual film festival, and Senator's Ski Cup. New public officials took office from the mayor to three new council members. And drug dealer and murderer Preston Mitchell was convicted con-victed of manslaughter in a retrial for the 1984 murder of airline pilot Fred Duncan. But the big news was the sale of the old Carl Winters High School to New York developer, Chris Jeffries... CARL WINTERS SALE ...In an agreement between Park . City and Chris Jeffries' firm Northwest Nor-thwest Investments, Inc., the city is obligated to: -Spend all the development impact fees collected from Jeffires in his plan to renovate the old Carl Winters School and create a new, 200 room hotel on 4.2 acres of adjacent, city-owned city-owned land on improvements in the area. Those improvements include street, drainage, lighting, landscaping, landscap-ing, parks improvements, historic preservation, affordable housing, a grant in support of the arts or land or building acquisition related to the center. Northwest is obligated to: -Purchase a parcel zoned for higher density at the corner of Park Ave. and 13th St. now owned by Franklin Richards. -Form a non-profit foundation to operate the cultural center. -Guarantee the restoration of the school with a $1.5 million letter of credit. -Pay for all improvements needed except it will only owe half the cost of repairing a city stairway between the school site and the Park City Ski Area parking lot. -Finish the restoration within two years of city approval. -Finish the hotel within seven years of the city approval. -Limit the use of the school to educational, cultural and conference activities. -Provide perpetual public use of and access to the theatre in the old school, make 30 days available at half the regular rate for public performances. per-formances. -Pay the city $1.5 million in cash within seven years of city approval. -In case of default, which occurs if the building or payment deadlines are not met, the city can do the following: -Receive cash payment of the balance owed from the sale of property pro-perty and deferred fees. -Receive unencumbered fee title to a non-profit agency for the price of renovation and money owed the city. Northwest had input into which choice the city ultimately makes, but the city also can choose to offer to repurchase the building and land if Northwest selects the first or third option. In FEBRUARY a coalition of concerned con-cerned citizens was formed to fight the sale of the Carl Winters School, and a spokesman for Fields said the Main Street properties owned by the cookie giants were for sale. At the end of the month however, at 5:30 in the afternoon Nada Lee Noble of Samak was shot twice in the head at point blank range by her estranged husband... Nada Lee Noble murdered A Kamas area woman was shot and killed by her husband in an apparent ap-parent domestic dispute outside Albertson's market in Park City. According to Park City police the deceased's estranged husband is being be-ing held at the Summit County Jail in Coalville as the suspect in the case i under $100,000 bail. Police Chief Frank Bell said that Nada Lee Noble had a restraining order served on her husband earlier on Tuesday. At approximately 5:30 p.m. Noble accosted his wife outside the market and a struggle ensued. "She yelled for him to 'get away from me' and told a witness to 'call the police.' She broke away from him and that's when he pulled the gun from his waist and shot her in' 1 the head," said Bell. ' She was pronounced dead on the -scene. No one else was injured in the incident. 1 Ms. Noble had been shot several 1 times with a .45 caliber semiautomatic semi-automatic gun. Bell said he had been told there was a history of threaten-' ing behavior from Donald Noble who ' stated his occupation as a firewood ' merchant. " L Albertsons manager Mike Massimino told the Record he witnessed the incident and called police to the scene. He said following the shooting he did not see the suspect leave the scene since Massimino himself fled the area to safety. After the shooting, Noble unexpectedly unex-pectedly appeared at the Marsac building (City Hall), where he was arrested by off-duty police officer Bill Bryant. According to the assistant manager of Herman's sporting goods store, Dee Offret, where Ms. Noble had been employed for more than a year, the suspect had allegedly alleged-ly threatened to kill Ms. Noble a week and half before. Offret said Ms. Noble had moved to a Salt Lake City women's shelter the night Mr. Noble allegedly made the threat. She had been commuting from Salt Lake City to work after having had a week off to relocate, and she was riding with other Herman's employees to her job in Park City. According to Offret, the day Ms. Noble No-ble was killed was the first day she had driven her own car to work from Salt Lake City. Offret said Ms. Noble is survived by her five children, who range in age from eight to 25. A mother and sister reside in Salt Lake City.
