City Hall received numerous numer-ous complaints last week from residents who claimed their sleep was disrupted by the sounds of giant snowcats roaring up and down their street in the wee hours. Couldn't they work like normal people, during the day?, they asked. Parking ordinances also restrict cars from parking during the nighttime hours on Main Street and Park Avenue for the purpose of plowing, he said. Forsberg admitted that snowplowing may be a nuisance to residents during the night, but he pointed out that there are a lot of miles of road to be cleared before people leave for work or to go skiing. Just how many miles? Forsberg said there are 42 miles of road within the city limits of Park City. And, to clear those roads of snow, the plows must make five to seven passes on each street. Complaints also have been registered that the snowplow drivers are inexperienced, and that cars and driveways have been buried deeper by the plows than by the snowstorms snow-storms themselves. Forsberg Fors-berg told the council that even the most experienced snowcat drivers on the city's crew cannot be expected to be expert on the equipment, since they use it only during the winter. However, he said construction crews from a contracted firm have been assisting in snow removal, and have helped in educating city personnel inmore effi cient methods. City Manager Arlene Loble said keeping the streets clear of snow has not been the only problem. Despite an ordinance that requires adjacent property owners to keep their sidewalks side-walks clear, the snow has piled up on Main Street and Park Avenue sidewalks in the past several weeks, she said. The city has sent notices to property owners reminding them of their responsibility, but many owners live out of the state. Rather than battle the property owners who ignore the letters, the City Council decided last week that it was in the best interests of both residents and visitors if the city cleared the sidewalks on Main Street and Park Avenue. While residents complained complain-ed that their streets or sidewalks were not cleared often enough or fast enough, superintendent Lynn Forsberg Fors-berg said that the street crew worked around the clock to move the snow. One employee, he said, logged 75 hours of overtime in one pay period during the height of the holiday storm.
