In recommending that the wrongful death claim be denied, Assistant Attorney General Bruce M. Hale said the Singers have not exhausted ex-hausted all other available legal remedies. He said the case should be tried in court before it is filed as a claim against the state. Mr. Singer was shot to death last January 18 during an arrest attempt at his Marion farm. The claim alleges a wrongful death occuring as the result of "malice, willful and wanton negligence, negligent supervision, super-vision, excessive use of force and violation of the civil rights of the deceased." The arrest attempt came after Judge Larson issued a court citation for refusing to follow school district guidelines guide-lines on educating his children. chil-dren.
