Do you think the 2,000-3,000 man Soviet combat unit in Cuba presents a security risk to the United States? Should this be a factor in the consideration of the SALT II Treaty? Scott Moore Yes, on both counts. Roger Stitt It may not be as significant as we think. Cuba loses face among the non-aligned nations as long as the Soviet troops remain. Flip I say, 'Drop the next H-bomb on Cuba.' Bob Power I don't think the Cuban situation represents much of a threat to the U.S. but it should be a factor in considering SALT II. That treaty shouldn't be approved unless adequate surveillance of Russia is assured. Mary Melott Yes, the Soviet troops present a security risk to the United States. Further, I think the Soviet presence shows a lack of good faith on Russia's part which should make us more wary of the SALT II Treaty. Chat Hale Yes, the Cuban situation should be a factor in consideration of the treaty. The United States should stop backing down to Soviet pressure. ma - i bters ffebdiror (Only signed letters will be published. I Heated Atmosphere Roger Stitt J ' iff Ml Zh Bob Power ! Chat Hale Dear Editor: After attending the City Council meeting Thursday, September 6th, I feel compelled com-pelled to bring up several issues that I think were overlooked or ignored due to the heated atmosphere that prevailed. I'll begin with the American Flag subdivision in Deer Valley. The developers maintain that this project is still in the planning stages and does not, at this time, need the State and Federal construction permits required requir-ed in a development of this type. I disagree. Three years ago when I was a member of the Planning Commission, "the construction phase" began with the breaking of ground. One can look at the " new road in Deer Valley and see that the ground has been broken and the construction begun. To my knowledge there are no approved plans governing this construction. I remember when Elwood Neilson was denied permission permis-sion to begin road construction construc-tion because his plans were not yet approved. If I were Mr. Neilson I would question the City's reasoning in approving ap-proving the Deer Valley project while turning his down. As a citizen of Park City, I would simply like to see this, and all projects proceed in a legal, orderly and consistent manner. The Depot Project appears to fall in the same category. It is obviously beyond the planning stages as the ground has been broken and lanscaping begun with no consideration as to fire lanes, resident access, or snow removal. The City Council avoided the main issue; whether or not the road through the project constitutes a public right-of-way. Some of the members of the Council have lived in Park City for over fifty years and know as well as I do that this road has been used by the citizens and maintained by the city. If the road is declared a legal right-of-way the Council must hold a Public Hearing and follow correct procedures beforo they can vacate the land i n question. I would like to see the interests of all citizens protected by having the Ci ty Council follow prescribed legal procedures. The Quarry Hills devel opment op-ment was approved Thursday Thurs-day night, even though the city attorney advised against it. There is evidence tha,t the annexation of the prope rty in question was illegal, b ut the City Council with the (exception (excep-tion of Eleanor Bennett, chose to ignore that evi- Continued On Pa,ge 9 ST.
