Show Thursday, September 6, 1979 Page 7 Pinder WiU Chair Citizens Council PARK CITY CO-OP LISTING The Park City Citizens Council elected Bob Pinder as its chairman and Mary Lehmer as its vice chairman during a meeting held Tuesday night at the Holiday Inn. In addition to the election of its top of ficers, the council also adopted articles of association which designated representatives and alternates from the nine member districts. The representatives, who were selected by members within their districts, will serve with Pinder and Lehmer on the council board. "Not a Political Party" In opening the Tuesday night meeting, steering committee member Gerry Kinghorn told the audience, "This is not a political party. Our purpose is to provide assistance to the Park City government and to maintain a critical distance." The attorney also said the group will monitor the activities ac-tivities of the fire district, sewer district, school district and Summit County officials. Kinghorn then opened the meeting to discussion of the articles of association. Engineer Jack Johnson, chosen as the representative for the Thaynes Canyon area, complained that the districts were not divided equally according to population. He said his district encompasses 580 residences, more than the total of three other districts. Agreeing that the districts were not equally balanced, Kinghorn said new boundary lines could be drawn at the annual meeting to be held every October. Another Thaynes area resident, Ken Sitzberger, felt the council was being formed form-ed to present only one point of view. i 'Trrj interested . but I'm not necessarlly'interested in4' what you're interested in," he said, "The only alternative alter-native for people with other interests is to form another group." "We have done the best we can," Kinghorn replied, "you're either on the bus or off the bus." Park Meadows resident Ray Robinson then commented, commen-ted, "This group is for all citizens who are interested in Park City. Everyone should have a chance to supply sup-ply input, we don't want any splinter groups." Following these exchanges, ex-changes, Jim Doilney remarked: "Obviously, there is a lot of conflict here. The big thing is that this group is purporting to represent the general community.. ..that's the reason we have elections." elec-tions." "To have someone out of this group claiming to have a mandate from the people is ridiculous," he added. Kinghorn replied, "We will only represent the people who sign up." He said the district representative will present positions formulated by the council board. When Sitzberger again raised the question of equal population within districts, Kinghorn cut off discussion with, "everyone who's on the bus sign up." The articles of association were adopted and signed by 106 people, who, as a result, became official members of the Park City Citizens Council. Coun-cil. Elections Nine members were nominated for council chairman but only two-Bob Pinder and Mike Doilney accepted. Among those declining were Barney Saunders, Mary Lehmer, Ray Robinson, Sally Bolton, Kinghorn and Ralph Hale. The nomination of Jim Doilney was not accepted ac-cepted because he had left the meeting. In declining the nomination, Mrs. Lehmer made it clear she would be receptive to nomination for the vice chairmanship. Both candidates then were asked to present a brief speech. Speaking first, Doilney. a real estate agent for Gump and Avers, said he has been in Park City since 1974. lie Bob Pinder w . . "I've enjoyed living here as much as anybody else," he concluded. Pinder is in the oil and gas business and has lived in Park City for six years. Noting that he has "holdings" in the old part of town, Pinder said the citizens council "can be very influential in solving the city's problems. "If this had happened three years ago, the city would not have these problems," he remarked. The chairman-to-be said the council can be "helpful and supportive" to city officials, of-ficials, and commened the steering committee and others involved in the council's coun-cil's formation. In a show of hands, Pinder won the election by a wide margin. In the race for vice chairman, chair-man, five nominations were made but only two nominees Bcce-pte'dt-tsLebmer and Doilney. Gary " Kimball, Wayne Putman and Walt Summerhays declined. In his second speech ot the evening, Doilney said "My views are very medium in terms of development. I have a feeling Mary's are not and that's my reason for running." Informing the members that she has served as city attorney and city coun-cilwoman, coun-cilwoman, Lehmer said she has been controversial "because I'm trying to do the best for my city and my friends." "I have a very positive manner," she added. "I don't sugarcoat the pill." Another show of hands resulted in another wide margin of victory. Following the elections, Kinghorn lent his support to Doilney as an appointed official of-ficial of the council. "I don't know this guy but I like his style," Kinghorn commented. Pinder then said Doilney would be "utilized" by the council if he is willing. Form a network ot' communication between the people and all levels of government in all matters affecting the residents of the association area. Evaluate each district's area to residential character, charac-ter, schools, future plans and development, historic significance and total environmental en-vironmental impact. Review, prior to public hearings, present and future decisions which are proposed in matters of zoning, public and privately financed projects; par ticipate actively in community com-munity development. Evaluate the impact of building, development, highways and residential, industrial or commercial zoning. Establish priorities and make recommendations to appropriate organizations based on the evaluations and reviews. Influence decision making by elected officials in Park City and Summit County.
