Feulner admits, however, that reception in the Prosepctor Village area will probably be marginal, although the station will be carried on cable into the area. That's why, eventually, CWPC plans to move the antenna to the top of Quarry Mountain, gaining coverage in Prospector Square and Syrfderville, out to Kimball Junction? Junc-tion? The Summit County Commission has said it intends to build a new television translator site on Quarry Mountain within the next two years. "We have to wait until the county improves the site before we can move up there, because we can't afford af-ford to run the power or cut the roads," said Feulner. Until that time, the group will use the tramway tower and remote control con-trol transmitter beneath it by telephone lines from the station's studio in the Memorial Building. Feulner also noted that the tramway tram-way tower was a good example of the kind of paperwork Community Wireless has had to contend with on the license application to the Federal Communications Commission, Washington. Because ths tower is located in a Historic Residential District, the government requires that a "Historic Impact Statement" be part of the application. ap-plication. "That has meant getting the Utah Historical Society to review our plans and Nick Nass, Main Street Photographer, to climb the tower and take pictures in eight different compass com-pass directions," explained Feulner. He noted that Nass had taken the photo's as a donation to the radio effort, ef-fort, and added: "I wouldn't have climbed that tower without a safety strap, but Nick just whipped right up it." With the completion of the engineering on the transmitter site, Feulner said the only part of the ap plication not complete was the "financial responsibility section." "We have scheduled fundraisers, projects, and donations right now that will more than cover the $2,000 it will cost to build the station and the $4,000 it will cost to operate it for the first three months. "Unfortunately, the Federal Communications Com-munications Commission won't accept ac-cept projected revenue figures on fundraisers as part of the requirement." Therefore, stated Feulner, the nonprofit non-profit group has been contacting individuals in-dividuals and companies, asking if they would consider placing a Savings Certificate in a local bank that would be pledged to cover any deficit that might occur. "The bottom line is that this is just paperwork, because we won't need to draw on those CD's. ...it's just sort of insurance for the government." "One way or another," Feulner stated the application would be completed com-pleted next week, then it would be up to the government as to how long it takes for the station to be issued a "Construction Permit." "Our consulting engineer says this is a very clean application. ...it's not unreasonable to expect that the station could be on the air this fall." Feulner stated that training seminars would be scheduled this summer for residents who will makeup make-up 90 percent of the station's "on-air" staff.
