An air of cooperation and concern dominated a joint meeting of the Park City and South Summit school boards held last Wednesday at Park High. The meeting was called to discuss the dilemma dilem-ma of students residing in the South Summit district but attending Park City schools. Revenue Loss Of major concern to the South Summit board and South Summit superintendent superinten-dent Val Edrington is the loss of property tax revenue should the disputed area be annexed into the Park City district. Edrington asked that Park City pay an indemnity to South Summit for the loss until the district could increase in-crease its assessed valuation through population growth. "The question is important in that we stand to lose a certain cer-tain amount of money we've always worked into our budget," added Edrington. "If we work with the legislature on a boundary change, is Park City willing to offset that loss until the assessed valuation of South Summit rises to offset that loss?" asked the South Summit superintendent. "Just looking at the figures, you have not had the growth," commented Park City board member Anne Prince, questioning the length of time necessary to offset the deficit. Edrington roughly set the indemnity period at five to fifteen years. "I'd trade for two oil wells," joked Park City board member Jack Green. "Bedroom communities are no bed of roses and have a way of not paying for themselves." them-selves." Green suggested South Summit raise its mill levy from 12 to 18 mills, the current mill levy for the Park City district.:, . Quick figuring revealed the increase would still leave South Summit $4,000 short in its annual budgeting. Visit to Legislature It was agreed that the two superintendents would present a joint proposal to the Education Subcommittee Subcommit-tee of the Utah State House of Representatives. Neither board views consolidation con-solidation of the two districts as a viable solution. "If we go to the legislature, will they say, 'There are three districts in Summit County. Why?" questioned Edrington. "My board directed me to go out and test the waters to see how much consideration we ought to have in that area." Edrington acknowledged talking with representative Moroni Jensen, Tooele representative Bev Peterson and Weber representative Ronald Rawsen. "I have touched base with a lot of others," Edrington said "and there's a good possibility of going to the legislature and discussing the boundary change without the threat of reorganization." "My board of education has not, at this point, made a decision," Edrington continued. con-tinued. "I want to continue to test the waters and I won't get a final decision until after af-ter I've done that." Elementary School Bonding Park City superintendent Dr. Richard Goodworth expressed ex-pressed concern over budgeting of the new Park City elementary school. "We've bonded for the new high school and were up to the point where we accepted a design for the new auditorium and then it came to our attention that the elementary school was burst-ting burst-ting at the seams and perhaps should be our first priority," Goodworth said. He noted that 30 percent of the students in the new elementary school would reside in the South Summit district and he questioned the impact on Park City. "If the boundary is changed, South Summit would not be included on the bonding for the new school," Goodworth added. "If not, we would expect South Summit to bond for 30 percent per-cent of that facility." "We can get along without an auditorium for just so long, and, again, we would expect South Summit to assist in building that auditorium." A study of the financial arrangement made after the annexation of a portion of the Alpine school district into Provo city limits is being scrutinized by board members. mem-bers. "We can look at their situation and not have to reinvent re-invent the wheel on the whole thing," Goodworth commented. The boards agreed to a second joint meeting on May 17 at which time a schedule of events and concrete proposals will be presented. "We're working out a complex financial arrangement which we feel can be settled," Goodworth commented on Friday. "South Summit came over very willing to work out the problems." The firearms were valued at $800. Police Chief Garth Wilkinson Wilkin-son said his department received a tip that led to the arrest of James Danielson, 20, who listed a Heber address. ad-dress. Danielson was taken into custody at a Salt Lake City motel while he was preparing for a plane flight, according to Wilkinson. The suspect was registered at the motel under an assumed name and the airline ticket also was purchased under a false identity, the chief said. Wilkinson said Danielson was with a runaway juvenile girl at the time of the arrest early Thursday morning. The guns were pawned at two different shops and will be recovered. As of Tuesday, the suspect was in the county jail at Coalville pending $7,500 bond. In other police matters : A bicycle belonging to Janice Kimball, 662 Tram-, way, was stolen the night of April 18th. The three-speed girl's bike was taken from the Kimball's porch. Dennis Hunter reported that his daughter's bicycle was stolen the night of April 19th. The green and white 20" bike was valued at $60. Locking hubs for a four-wheel four-wheel drive Ford pickup truck belonging to Bradley Carlson were taken the night of April 19th. Carlson said the hubs, valued at $150, were removed while the truck was parked at either the Park City Racquet Club or the Payday condominiums. con-dominiums. The front window of Bloom's store, 363 Main Street, was broken the night of April 19th. Police said there was no indication of how the $200 window was broken and reported that nothing had been taken from the store. Green Hits Lack Of Notification Mayor Jack Green Thursday Thurs-day night suggested that the City Council send a letter to the Summit County Board of Commissioners indicating that Park City was not adequately represented at the summit County Hospital meeting last Tuesday because of insufficient notification. "The only reason I was there was I noticed a sign on the door at Mt. Air Market on Monday," said City Councilman Coun-cilman Dick Shoff, who was one of 189 people attending . the meeting in the Memorial Building to discuss the financially troubled county hospital in Coalville. An 11-7 vote supported the continuation of county support sup-port of the hospital, rather than the creation of a hospital district in the North Summit area that would allow the county to tax district residents for the facility. County financing of the hospital was a point of contention con-tention when Park City was denied county support for the Memorial Building, because of its limited use by residents outside of the city. An official at the Coalville Courthouse indicated that the commission will probably not make a decision on the hospital at a formal meeting. The source said the commission will continute using county funds for the hospital based on a show of hands at the Park City meeting as well as previous public hearings held in Kamas and Coalville.
