Hi UT HERE INTERNATIONAL Rome Despite a desperate appeal apparently coming from former Premier Aldo Moro, the Italian government Monday rejected a new ultimatum from the Red Brigades. In their eighth communique since Moro was abducted March 16, the terrorist group demanded the release of 13 jailed leftists in exchange for Moro. A letter believed to have been written by Moro pleaded with the ruling Christian Democratic Party to deal with the Red Brigades to save his life, adding: "We are almost at zero hour.. .the moment of slaughter." Following a meeting of top ministers, the government Monday issued a statement declaring it would not give in to what it called blackmail. It added that officials believe the Red Brigades have no intention of allowing Moro to live. Moscow Two passengers were killed and two others were seriously injured Thursday when a South Korean jetliner was fired upon by a Soviet fighter plane and forced to crash land on a frozen lake in the northwest corner of the Soviet Union. The Korean Air Lines 707 was carrying 110 passengers when it accidently strayed into Soviet airspace. Norwegian military sources said Russian air defenses failed completely to detect the off-course KAL plane until it had passed over some of the world's most secret military installations. They said at least one of the Soviet fighters that intercepted the airliner fired on it with an air-to-air missle. The KAL co-pilot said the plane's crew received no warning from .the interceptor before it opened fire blasting a hole in the fuselage, killing two people and wounding 10. Although all the surviving passengers have been allowed to leave Russia, Soviet authorities have detained the pilot and the navigator. Florence, Italy One of Italy's most daring art thefts was solved last week after a barroom boast gave authorities the lead they needed to recover a Rubens masterpiece and nine other paintings. ' "The Three Graces," done by Peter Paul Rubens, and the other art works were found undamaged un-damaged Sunday just two days after they were stolen. The paintings, valued at more than a million dollars, were returned to Florence's Pitti Palace museum. Reportedly, Franco Mefiti bragged in a bar about a "big theft." Investigators said Mefiti had been seen with Giovanni Manfredi and officials searched the apartments of the two men. There they found evidence which led them to the paintings pain-tings in the trunk of attorney Franco Brogi's car. ' All three have been arrested. Male, Maldives Health authorities reported Monday that more than 200 people have died in cholera and gastro-enteritis epidemics which have spread to 93 islands in the Indian Ocean republic of the Maldives. The total number of cases reported was put at 7,264 about five per cent of the country's population. Bogota, Columbia Two Columbian pilots who survived on roots and fruit for 2Vz months after their jet plane crashed in a remote jungle were found emaciated but alive last week. The pair was reported in satisfactory condition after being discovered by an Indian on a jungle trail. "They looked like walking cadavers, very weak and thin, but they are in good form now. They'll live," one official said. Medellin, Columbia An American died in a Medellin hospital Thursday after some 60 packets of cocaine he was attempting to smuggle out of the country in his stomach burst. A hospital spokesman said a total of 87 packets, each containing 2.5 grams of cocaine, was found in the stomach of the Los Angeles man when he was taken ill Monday while boarding a flight for Miami. NATIONAL . Washington Former Rep. Richard Hanna, D-Calif., D-Calif., was sentenced from six months to 2V2 years Monday for his role in the South Korean influence-buying scandal. Hanna had admitted his guilt but defended Congress as a whole during his trial. The former congressman was the first person involved in the scandal to be punished. He told reporters he knew of no widespread conspiracy to bribe members of Congress. Hanna pleaded guilty last month to conspiring to commit bribery by using his congressional office to help South Korean rice dealer Tongsun Park in return for nearly $250,000 in payments. Washington Patty Hearst Monday lost a last-ditch last-ditch appeal to the Supreme Court and it now appears ap-pears she will have to serve out her prison sentence sen-tence for aiding the Symbionese Liberation Army's Ar-my's 1974 robbery of a California bank. The court let stand without comment her conviction and seven-year sentence. Washington The Postal Rate Commission has voted tentatively to raise the cost of mailing a letter from 13 cents to 15 cents, according to a commission source. A public announcement of the decision is expected ex-pected by mid-May and the increased rate could be put into effect before the end of May. The postage hike would disregard President Carter's recommendation for a "citizens' rate" which would allow private individuals to pay a lower rate than businesses. San Francisco Three teenagers have beeen arrested for the Chinatown massacre at the Golden Dragon restaurant which occurred eight 'months ago, . police announced Friday. Five bystanders were killed and 11 injured last Sept. 4 when a group of masked gunmen entered the crowded restaurant and opened fire. Two of the youths are accused of being gunmen while the third was arrested for being the driver of a getaway car. A fourth youth, also believed to be one of the gunmen, is still at large and is considered con-sidered extremely dangerous and usually armed, ar-med, police said. The alleged gunmen are all 18 years of age. The defendants are believed to have been members of the Joe Boys youth gang which had been feuding with the rival Wah Ching Gang. A Wah Ching leader and several of his gang members mem-bers were in the restaurant when the gunmen burst in, spraying bullets. None of the Wah Ching members were injured in the attack. Washington Former acting FBI Director L.' Patrick Gray and two other top FBI officials pleaded not guilty Thursday to charges of violating the civil rights of Americans while hunting hun-ting for members of a radical terrorist group. Gray, along with Mark Felt and Edward Miller, is charged with unlawfully ordering break-ins of private homes while the FBI was trying to locate members of the Weather Underground Un-derground between December 1972 and May 1973. The indictment listed eight persons in the New York area, relatives and acquaintances of Weatherman members, whose homes were burglarized. T .-. .. .-.- - i Across from City Hall on Historic Main St. J 649-7250 1 Groundbreaking On Schedule Despite Dispute Although the bid for the Snyderville Basin Sewer Improvement District project is currently under scrutiny and advisement by legal authorities and the Environmental En-vironmental Protection Agency, the May 1 ground-, breaking date for outfall lines will be met, according to acting district manager Bruce Decker. Decker, who will resign as Park City's treasurer to become the district manager on June 1, said the regional treatment plant located east of Gorgoza just out of sight of 1-80 and the rest of the project will be completed in the next 20 months. Bid Protest "We have had a protest on the awarding of the bid by one contractor who claims we did not take the lowest and most responsible bid," said Decker. Initial bids were received in November and notification of award was given the M. Morrin & Sons of Ogden. A lower bid was submitted by the Jacobson Construction of Salt Lake City and the company is contesting con-testing the Morrin bid on the grounds that information given after the bids were submitted changed the board's mind. Jacobson's position has been supported by the EPA. Sewer officials received a letter from Morrin & Sons explaining the bid and found Morrin's plans would eventually even-tually save the city $32,000, Decker said. "Jacobson claimed the board was not entitled to the additional information and that he should get the bid," the acting manager commented. com-mented. A preliminary EPA hearing found the city in error, according to the recorder. History of the Sewer District The Snyderville Sewer District was created in 1973 by Summit County. Park City joined the system when it became obvious that it would not receive a high priority for federal funding due to its reluctance to join a regional system, according to Decker. Bonds will finance 25 percent per-cent of the $4.8 million project with 75 percent of construction costs covered by EPA funds. The project will include a treatment plant, outfall lines from the 1-80 plant to Park City, renovation of Park City sewer lines, replacement of streets disturbed during construction and bringing man-holes up to standards. Effect on Development "Basically the plant will allow the entire area to open up," noted the manager. "Prior to this septic tanks were used for county development, requiring much more distance between bet-ween the houses to allow for drainage. People with land in that area couldn't develop the way they wanted because there was no sewer and now their plans will be allowed, if adequate water is available." "Park City's real purpose in going along with the system is to handle city growth," he added. The new sewer system would service the proposed Treasure Hills development, Quarry Mountain, Park Meadows 4 and 5 and the new Jack Nicklaus project. In addition, it will enable the Deer Valley Resort to have adequate sewer.
