The state is proposing that this 95 percent be placed in three classifications of allowable quality deterioration. Much of the clean air is slated for a Class 111 designation which permits maximum degradation, Crumbo said. "Utah doesn't need Class 111." Calling the air quality plan "industry's proposal," Crumbo Crum-bo noted that business interests in-terests cite coast as the major objection to employing pollution controls while health and aesthetic costs are ignored. Much of Crumbo's concern was focused on vast portions of scenic southern Utah marked as Class 111. He said one of th'1 fallacies in the proposal was the use of "flat terrain modeling'' to assess pollution impacts. This type of modeling does not take into account the pollution effect ef-fect at elevations higher than the source, thus making extremely ex-tremely tall smoke stacks appear ap-pear to be a solution, Crumbo told the audience. He said it is possible for a plant to foul air for miles around while maintaining main-taining Class 1 standards in the immediate vicinity. Designating nine percent of state land as Class 1 is a "positive aspect" of the quality plan. Crumbo said, but added that the majority of Utah's scenic and recreational resources have not been given this protection. Large sections of wilderness areas would be Class 11 and Class ill which would significantly affect the quality of their environment. Saying "Class 11 really doesn't do much but Class 111 is a joke," the wilderness coordinator said Utah should be attempting to keep industries in-dustries clean rather than trying to attract them with lax air standards. Both Crumbo and Goddard urged those present to attend hearings today in Salt Lake City to protest the air designation proposal. Those unable to aiiend. they said, should write to state and federal officials and express their concern 5) M Chris Goddard Kim Crumbo jaw ; "When you're sick orhurt,Icangive you some old- fashioned attention!' I wanted to think about what kind of woman I would like to see you become but I realized that I no longer think in those terms. I couldn't find any characteristics that belong exclusively to women; everything I value turns out to be a human thing, desirable for every person. So my first wish for you. Charity Heather, is that you be a full person. Next, I wish you beauty. At one time, I might have made that same wish and meant more physical things by it, but now I hope that you will have a beauty of spirit for that will flow over and color and determine your physical appearance. I wish you strong convictions and the courage to maintain them. Sometimes you will be wrong and I wish you clear sight to see that, and a graceful way to admit it. But whatever you believe, Charity, always believe it strongly, with a full commitment, ftrhaps at one time, it was possible for a person to dand tall with her own honor intact and trust for others to act honorably; but that time has gone by.: Now to stay silent is rarely a virtue; often it is cowardly and aids injustice by its passivity. So, i sweet Charity, believe in your beliefs and do' not be' afraid to act upon them. ' ' Along with convictions, I hope for you an openness and eagerness to celebrate differences in people and ways of thinking and living. Once I thought blindness to differences a virtue; but I have seen sameness become the lowest common' denominator, and used as a disguised weapon to destroy uniqueness. Welcome differences, Charity! They are not a threat, but an occasion for learning and growing and celebrating. J would like you to be giving. Woman has traditionally been thought of as a giver, but too often she has given in a way that has left her empty as a person. I hope that you will be so full a person that you will flow over with other people and leave them marked with some of your uniqueness. Most of all, I wish you the gift of laughter; not to be used as a defense, or an apology, or a disguise for j OUt service). sa(lness or fear. Just open, full feeling laughter to 543-8582 i see incongruities ot lite and people, and smile at them rather than bow to them. We are blood relatives, Charity. You have been nurtured in my body and we are bound to each other in an irrevocable way. This can be a very special precious thing, but I hope for more than this. I hope that when you are grown, you and I will like and love and respect each other as people; that we will always be able to talk and learn from each other. And I wish you carousel rides, sweet Charity, and first snowfalls, and waiting for Christmas Unlocked doors, clean air, sweet water. Treasures seen in a stone and a leaf. Climbing and poking and sharing. And that the wonder of childhood will stay in you your whole life. For there are too many of us already, who carry a suppressed sorrow within, that we have grown too old for certain things. You do not have to be somebody, Charity, or do some thing. It is enough to climb trees and breathe and feel and see and laugh and love. It enough to just be. All these things I hope for you. my daughter; and I hope them for your sisters also, for Maria Christina, for Jennifer, for Ursula, for Gabriella; for all children everywhere. And perhaps it is not too late to wish them for myself, and all of you too.
