Called the Trimline, this "phone of the future" evolved from the bulky lineman's test set and includes the dial in the handset. Unlike the test set, the Trimline has the lean look of a piece, of sculpture with no dial, transmitter or receiver re-ceiver in sight when it's not in use. Mr. Gile explained that the Trimline phone has a recall button below the dial allowing allow-ing a caller to clear the line and get the dial tone after each call. Thus he can make call after call without hanging up between conversations. This feature has made it especially es-pecially popular beside an easy chair or as a bedside telephone. tele-phone. The report warns that "any new or expanded state spending programs andor any major upwards adjustments in the present state school aid formula for-mula will require an increase in state taxes." For each $ls million per binennium boost in state spending the state property prop-erty tax will have to be raised .31 mill (31 cents per $1,000 assessed valuation) or the equivalent secured from other new or increased taxes.. Similarly Simil-arly each $100 increase in the present school aid formula will require a property tax boost of .79 mill or its equivalent in other oth-er taxes. The study shows that state expenditure in Utah during the fiscal year ended June 30, 1966 totaled $340.8 million, or about $14 million more than total state revenue of $326.8 million for the year. Foundation analysts point out that over the past nine years, the state has expended $76 million mil-lion more than was received in current revenue. State expenditures expendi-tures have exceeded state revenues rev-enues in seven of the past nine years and in all of the past four completed bienniums. According to the report, the practice of expending beyond current revenue in Utah began during the middle and late 1950's when fund balances and surpluses which had accumulated accumul-ated durnig and after World War II were used to meet rising ris-ing expenditure demands and committments. Later, the State began to engage in some limited limit-ed and short-term borrowing for needed building projects. In 1965, Utah completely abandoned aband-oned its pay-as-you-go philosophy philos-ophy and authorized ..67 million mil-lion state bond issue for building build-ing purposes. When the $67 million bond issue was being considered in 1965 it was argued (1) that this was the only way to obtain the huge sums needed and (2) that in the long run bonding was'cheaper than pay-as-you-go because of rising building costs. ' This year a part of the building program financed with bond funds was deferred. This action was announced as a response to a presidential request to delay state and local construction projects as an anti-inflation measure. Foundation analysts point out that even after the buildings financed under the bonding program pro-gram are completed, the State will be faced, with additional building needs. The 1965 report of the state building board listed list-ed ten-year building needs totaling total-ing $128.9 million after the special "critical" needs which were to be financed from bond funds are met. Much of these "needs" were at the college institutions in-stitutions and are subject to adjustment as actual enrollment enroll-ment and space utilization factors fac-tors become known.
