The Panama Question As the Question of the revolt of Panama from Colombia, and the prompt recognition of her as a free and independent nation, by the United States, England, Germany and France, has excited excit-ed much unfavorable comment from raany of the papers of the country, the following from Colliers, Col-liers, an ' Independent" paper is given: "Might goes with right in Panama. Between the Atlantic and the Pacific there have b en two barriers, that of the backbone back-bone joining two continents and that of a petty autocracy. When we can pierce Jthe first barrier, should we wait long on the tissue-paper barrier of greed and cunning? Beyond the lines that jiZZ?Q2TZ?1&urse of the canal to e a c 1 1 s i dfe , we can Lave no more interest than in starting a winter resort in Greenland. This zone of ten miles broad as essentially belongs to our dominion in the name of the worlds progress as the lines of steel rails that knit our states into commercial unity. All that thi3 strip is worth is its value as a canal site, t grows some bananas, some rubber, some cocaonuts.. But the sum total of the exports from either port i3 not a tithe of the French machinery that lies oxidizing by the graveside of de-Lesseps' de-Lesseps' ambition. The geographical separation of the Isthmian Republic from Colombia proper is complete. Neither railroad nor highway connects them. Colombia can not send soldiers through the trackless jungle; they must go by sea. Between these two parts of the Republic there is far less trade than between Colon and the U. S.; there is no common ground whatsoever. Just as Spain sent her military rulers to Cuba, so Bogota sent hers to the Isthmus. Panama was to Col ombia what the Tenderloin was t New York Police Department. Vt he Isthmian under dog is every whit as worth our sympathy as were the Cubans of the thun derstorms of indignation which broke from our truns' on the head of Spain. Anyone who has been to the Isthmus and who knows, too, the whole story of the President's policy knows that our conduct toward Colombia has been more fair than toward Spain, a nation that was supposed to be worthy of our steel. So it should be for it is an American trait not to impose on the weak. By the treaty of ,1846 wtf reserved re-served the right to keep the rail road free for traffic. Faithfully we have kept our agreement We have carried by rail the unfed un-fed soldiers of Colombia, whose only dicipline is that of the lash whenever Bogota demanded We have prevented the success of native revolutions which were battling for more than States rights, for limited home rule In short, but for us, Colombia could not have kept the Isthmus as long as she has. When France wanted to build the United States did not stand in the way of a gigantic work for the world's !eood. We have enlv to recall Maximillian in Mexico to realize that our pater iial interests in the Central Am erican Republics alone made France pay the exaravagant price that Colombia demanded. Is the Monroe Doctrine to be all give and no take? Is the protectory pro-tectory only reward to be the use of our good will for purposes of gain and of defeating the cause of progress? . France having failed, when our expert commission commis-sion decided iu favor of the Panama Pan-ama route; when all our plans to go ahead were complete, we waited wait-ed upon the word of Bogota. Then Colombians came-in contact con-tact with a new kiud of diplomacy diploma-cy the stonewall diplomacy of of John Hay; It is the same all , the way through solid rock. You may search througlr the an-als an-als of any diplomacy, except that of America, to find the counterpart of the HayHerran treaty in its high-minded fair ness. We have been as meek as a petty principality trying to cenvert a powerful nation to its view. Colombiacould not dig the canal. We agreed to pay a high price ;we agreed to leave our soldiers, workmen and en-giners, en-giners, subject to Colombian methods of sanitation, and we nserted a clause which commit- ed us to no uggresion.
