SPRINGVILLE HERALD Comment Editor: ; For the last 11 years, ' Mapleton has been conduct- ing a grand experiment, one , .calculated to produce what ;many thought would be the most unique and beautiful city in the county. But in my opinion, the experiment has gone awry. In May of 1994, a volun-teer volun-teer committee conducted a ; survey of city residents to ; discern the feelings of the cit-; cit-; izenry, and to set public poli-I'cy poli-I'cy in accordance thereto. "Over 75 volunteers participated partici-pated in distributing, tabulating tabulat-ing and preparing the results of this survey. Responses were returned from 721 of the 1042 households in the City. The "Vision Statement for the City of Mapleton" was the product of this survey, which statement became part of the planning documents docu-ments that have been used to guide City planning for the last decade. ' As a direct result of this survey, both Mayor Richard ; Maxfield's and Mayor Mari-- Mari-- lyn Peterson's administrations administra-tions set about implementing measures which were calculated calcu-lated to preserve the values set forth by the citizens. The Vision Statement encourages encour-ages "gross density planning", plan-ning", preservation of "the beauty of Maple Mountain", "animal rights", "agriculture, parks, green spaces, trails and paths for walking, horseback riding and bicycling," bicy-cling," and more. It discourages among other oth-er things, "development on ; the mountainside." ; Much of the Vision State-; State-; ment dealt with land use planning. It is a majestic reminder of ' the many generations who have moved beneath her wonder. I talked with a developer the other day. He said people are buying his houses simply because they want to have a view of the mountain. From these beginnings came things such as clustered clus-tered subdivisions, green space planning, a trails master mas-ter plan, and the much maligned ma-ligned TDR ordinance. These city leaders weren't professionals, they were just ordinary people attempting to carry out the will of the people. They were learning along with everyone else as they sought to fulfill the mandate man-date given them by the people peo-ple of Mapleton. One or the most difficult issues has always been development devel-opment of the foothill area. The majority opinion had said in essence, "find a way to keep it free of development". develop-ment". For some it was a matter of the view, for others oth-ers a chance to continue hiking, hik-ing, horseback and bicycle riding on the fire-break road as they had been doing for as long as anyone could remember. remem-ber. For some it was just having hav-ing a beautiful and serene place where they could escape es-cape the hustle and bustle of everyday life. The method that these early ear-ly leaders proposed to "save the bench" was the TDR ordinance. ordi-nance. These visionary leaders lead-ers conceived of it as a way to let land owners derive some financial benefit from their hillside land without having to develop it. It was a two-way compact between owners of bench land and residents of the city below. It was assumed that everyone every-one would give something, with the burden never resting rest-ing solely on either group. are returning to live out their days following the seasons of the changing vistas. Now, to my disdain, I find that there is an on-going quarrel about OUR MOUNTAIN. MOUN-TAIN. Years ago, the forward thinking people recognized the real nature of man, and that is, if there is money to be made, forget pristine beauty. Tear it up and build, build, build. It is all about money! Those people made an attempt at-tempt to preserve the eastward east-ward landmark citizens love. For over two years, hearings hear-ings were held, meetings attended, at-tended, and we agonized over how to best preserve our heritage of an uncluttered unclut-tered mountain. The hillside ordinance was adopted. We felt safe in our deliberations deliber-ations over saving the foothills. So what is so hard to understand? Gloria Calder Dickey, Dick-ey, 1065 W. 1600 West, Mapleton, was arrested for DUI and open container. Carlos A. Castro, Iris Vivian Vi-vian Lavasrida-Sanchez, Kelvin Aniba Martinez-Per-guasa, all at 11571 Hayes St., North Hollywood, CA, were arrested for shoplifting. Ed-uardo Ed-uardo A. Pacific Ave. Salt Lake City, was ar The land owners made less money than they could have made selling large estate lots, and the people in the city received the TDRs into their neighborhoods, allowing allow-ing denser development than they would otherwise have done. It was hoped that everyone would catch the vision, that they would see the value of keeping the foothills free for a multiplicity of reasons. It was hoped that this could become be-come a natural public parkway, park-way, such as the Jordan River Riv-er Parkway, or Springville City's parkway near Hobble Creek, for the benefit and use of current and future generations. It was hoped that the spirit of self-interest would be overcome in the interest in-terest of providing something some-thing of lasting value for everyone. That was the experiment. But at this point I am afraid it has failed. When the focus of the discussion turned to money mon-ey and to appraised values, the original vision was lost. The players in this current drama are ALL having their names sullied and their reputations repu-tations tarnished. Both sides have their supporters and their detractors. But what is being accomplished? I see no possible way for the original vision to be implemented im-plemented in this climate of threat and accusation. It was always necessary for all of the land owners on the bench to agree to the TDR program for it to work. They all had to catch the vision, vi-sion, and they all had to participate. par-ticipate. Some few had to lead the way, with the hope that others oth-ers would follow. Some did. To them we owe a debt of gratitude for they allowed us they want a view of the mountain not a view of more houses. Does history mean anything? any-thing? Shall bulldozers make their way up the hillside or can we work out a suitable solution? I just received my property evaluation notice for this year. It was up again as usual, but if this lawsuit on the city is won to the tune of eight million dollars, watch our taxes zoom! This is where we get the revenue to run the city, pay the bills and settle law suits! Orpha Dee B. For others . who might question whether or not Mapleton should have ever tried such a grand experiment, ex-periment, I hope we can say "it is better to nave tried and failed than to never have tried at all." But now, we must face the reality of our R resent situation. I wonder ow a government based on free discourse and volunteer participation can ever function func-tion in an atmosphere of intimidation in-timidation and threat created by lawsuits and countersuits. I believe it is time to mend fences, to drop lawsuits and countersuits. If the citizens of this community want to abandon the idea of the parkway park-way and develop the hillside like other cities along the Wasatch Front, then let us acknowledge it and move on. If they want to keep the original vision, then let us rededicate our efforts to that end. If we are to keep the vision vi-sion and the TDR program is not the way, then let us return re-turn to the drawing board and find a better way to achieve the goal. It is time for the citizenry to speak up and make their voices heard. Stuart Newton Mapleton Satan has created Planned Parenthood to destroy family values Editor: Planned Parenthood, also known as "the federation of death," is an affiliate of the Democratic Party and a member of Satan's "Axis of Evil." Planned Parenthood was founded in 1916 by the far-left humanist Magaret Sanger who was a, celebrated celebrat-ed advocate of free love, eugenic eu-genic birth limitation and contraception. She and the far-left radical Roger Baldwin, Bald-win, founder of the ACLU, were intimate friends and soul partners in the evil works of Satan. With national headquarters, headquar-ters, regional offices, a network net-work of more than 188 affiliated affili-ated offices and many millions mil-lions of dollars from federal, state and local governments, the organization was largely responsible for the Supreme Court's 1973 abortion-on-demand decision. Since the decision, de-cision, the organization has performed, tens of thousands of abortions each year. . In the spring 1965 issue of 'The Humanist, author Miriam Miri-am Deford wrote: "It was the ' political radicals among whom Margaret Sanger found her first supporters and she was one of them. Her father was a Socialist and the village atheist. When Sanger launched her crusade, cru-sade, she called her creed Freethought, Rationalism or Secularism. There were six calls for fireworks. Clear back in March 1985 citizens in Mapleton were asked to state their views concerning the critical environmental environ-mental zone proposed for the Mapleton foothills and mountainside. At that time, Lloyd Pendleton, chairman of the planning commission, and Gene Carly, chairman of the subcommittee subcommit-tee who had been pushing to get the new zone adopted made this statement: "To avoid the occurrence experienced experi-enced by other cities with their hillside development, the Mapleton City Planning Commission has drafted a critical environmental ordinance. The goal of the ordinance is to minimize the land and water disruptiqn of developments and the environment and balance the interest of the public, pub-lic, the city, and the private landowners. The ordinance is designed to allow for a flexible and effective utilization of the land in the critical environmental zone." The thrust of the ordinance was to tend to limit building along the eastern slopes and mountainside in Mapleton. At that time, nearly a year had been spent studying the issue of land development along the foothills, during which a moratorium on all building in the area was also made. Studies showed at that time that "about three sections of land along the foothills are in the sensitive area and about 13 of the land is buildable." Those sensitive areas included fault lines, sugar sand, canyons. The building moratorium the ordinance was delayed several times to get it all right. It was not a rushed, haphazard event. Then in 1994, Mapleton City conducted a survey of all residents, a "Vision Statement for the City." Part of the results re-sults of that survey were the feelings of citizens to preserve pre-serve the "beauty of Maple Mountain and discourage de velopment on the mountainside." What went wrong? Most of the materials used in those classes, all of which are based on moral relativism, were created by Planned Parenthood. Much of the sex education material that the federation distributes was created by people who were paid from government funds. Their literature lit-erature claims that getting involved in sex at an early age will help eliminate feelings feel-ings of guilt. With Planned Parenthood and its allies polluting pol-luting our nation with hedonism, hedo-nism, is it any wonder that illegitimacy il-legitimacy rates in this country coun-try rose from 4 percent in 1950 to 33 percent in 1995? As a tool of Satan, Planned Parenthood will not tolerate the teaching of moral and family values. In her excellent excel-lent book titled "The Death of Right and Wrong," Tammy Bruce writes, "Even with children and adolescents facing fac-ing the obscenity of an epidemic epi-demic of STDs, AIDS and suicide, Planned Parenthood has the gall to call abstinence education 'dangerous and irresponsible.'" ir-responsible.'" Like Satan, Planned Parenthood calls "evil good and good evil."
