What do you know about Tuition Tax Credits? XV,A :a Mykal Johnson and father Jack Johnson play Bingo during the West-side West-side School's Holiday Celebration. Many parents and community com-munity members have questions ques-tions about proposed Utah legislation called Tuition Tax Credits.Jn the past, several sev-eral different bills have been presented, but none have passed the Utah State Legislature. Legis-lature. However, with a new governor gov-ernor and some new legislators, legisla-tors, increased pressure is being felt to pass this particular partic-ular legislation. Basically a tuition tax credit gives a family the option op-tion of enrolling one or more of their children in a private school and then claiming approximately ap-proximately $2,000 of those private school tuition costs as a direct credit against the state taxes they owe in any given year. The camcorders came out as Westside Elementary School's kindergarten classes performed a Christmas program for packed audiences this week. As a part of the core curriculum for kindergarten kinder-garten students learn music and performance skills, and the children had the opportunity to demonstrate what they had learned for their families and friends. The program included a variety of holiday music and recitations by the students. All of the morning and afternoon kindergarten classes participated in both daytime and evening performances, and were well received by an appreciative ap-preciative audience each time. 1 ' Keep a firm hand on the throttle of your train of thought. - Arnold Glasow Don't squander time, for that is the stuff life is made of . - Benjamin Franklin Time stays long enough for anyone who will use it. -Leonardo da Vinci The latest version of the bill makes the credit refundable. refund-able. In other words, if a family does not owe the full $2,000 in state taxes, they would receive re-ceive a check back from the state for the difference between be-tween their taxes and the amount of the allowed credit. cred-it. Most versions of tuition tax credits have also included includ-ed a Scholarship Granting Organization(SGO) through which individuals and companies com-panies could contribute towards to-wards scholarships for children chil-dren to attend private school. These donations would also receive a dollar for dollar dol-lar credit against the individual's individ-ual's or company's state tax obligation. By comparison, donations to other charitable causes receive re-ceive considerably less tax credit than would be allowed when ontributing to an SGO. This inequity could lead to those charitable organizations organiza-tions receiving significantly less contributions. No other state has tried such a large and refundable credit to entice families to send their children to private school. Much research and analysis analy-sis has been done to try to determine the actual monetary mone-tary effect of tuition tax credits on state public education educa-tion budgets. Results differ among the studies. However, all of the analyses hinge on the basic premise of how many parents par-ents will actually choose the private school option. We currently have about 3 or 15,000 of our children in Utah attending private schools, the lowest percentage percent-age in the nation. These students do not receive re-ceive any public funding for their education. Unless tuition tu-ition tax credits cause a significant sig-nificant number of current and future public school families to choose to send their children to private school in the next 10 years, the state could end up granting grant-ing the tax credit to every family that would have already al-ready elected to send their children to private school. The cost would be an additional addi-tional $30 million a year out of state public school funds without achieving the intended in-tended savings. Still, I don't feel like I have really changed. As I approach ap-proach 2005, what could I do to really re-ally change? A: The idea of change is an interesting in-teresting one, for to change means to make radically different differ-ent or to replace with something else. ' - When you change something radically, you change its founda tion or essence, its very seed or root. When you replace something, you put something else in place. How could you ever change your very essence without with-out ceasing to exist? It is not possible. In fact, as you yourself have observed in your life, change had not led to real change. When we contemplate change, then one thing we as humans do not explore is not doing, in other words, just being. Being is our most powerful and fulfilled state because be-cause it alone allows us to be everything at once. Being also allows us to identify with the essence of a flower or with the essence of a dream or with the essence of essence itself and all we need is a moment of free will and, immediately, we have become and manifested that thought into the reality of our consciousness and our world. If we do not get trapped in the idea of ego, in the idea that we or others or the world have to be a certain way, then we do not forget our oneness while using our free wili If we do get trapped in the idea of ego, then we forget for-get our oneness and become small and unhappy. Being is a natural state and very blissful. Any time you experience pain, you are working against your being be-ing with ego. You are forcing either yourself (or someone some-one else as a replacement of yourself) to be what is not you, what is not self ; that is not a good idea. Wanting to change means you feel something is lacking lack-ing in your life or inside of yourself. You hold the belief that you must fix what is broken or flawed. But assuming assum-ing that something is wrong with you, is just that: an assumption, as-sumption, and a learned one, at that. The only change the human can do is to allow full being, be-ing, full free will, full ease, full grace. Then an inner and outer unfolding radiates from the still cause of everything, every-thing, all superficial layers fall off, and the true human emerges, radiant. If you allow yourself to get out of your own way, if you allow yourself to see that you are not the aspen, but the grove and not the fish, but the ocean, then you will simply be. No small feat for 2005! Dear Dr. Lillian: Q: I have been married for four years and something is not right. When we visit my wife's friends, she's all gung-ho. gung-ho. I always go along and help celebrate and mix in with her friends and family. When I want to visit my friends and family, my wife says she doesn't want to come and expects me not to go either. That leaves me with the choice of going alone or staying stay-ing home against my will. Neither is tun. What is up with this? A: You are dealing with an inappropriately controlling individual who views life with anxiety. She does not want to lose. She feels she must win at any price. She is in a power struggle with everything and everybody. She has not learned to like her own company and now it's up to you to make up for her lack of self-love. This is a bottomless pit that cannot be filled. Therefore, There-fore, it is important for you to remember: If you choose not to dance, there is no tango, no power struggle. So, don't dance like a puppet on her emotional strings. In her book "Emotional Blackmail," Dr. Susan Howard recommends several excellent strategies for coping with a no-win situation like this. She advises that you not stay in holding patterns, which means you stop deciding de-ciding not to decide; that you expand your options by exploration of self and interests; and above all, that you stand up for your own truth. Why wouldn't you give yourself the best life and love? Why wouldn't you be true to yourself? Dear Dr. Lillian: Q: When I do what my dad wants, he praises me and gives me money and gifts. When I don't do what my dad wants, he punishes me and takes away the money and gifts he gave me before. I feel so bad about myself when this happens. I feel trapped. A: Sometimes dad is nice, sometimes dad is not; you feel so bad, because you never know what is going to come next. Let go of wishing to please him. Let go of trying to guess what he will do. Let go of the idea that his behavior as anything to do with you. It doesn't. It's his problem. If you can safely do so, tell him you want no more money or gifts. Then you will have cut the strings of the puppet master. If you cannot safely do so, pretend the gifts and money were not his to give (because he is misusing mis-using them to have power over you and to intimidate and control you) and pretend the gifts were not yours to receive (because the gifts and the money have nothing to do with you and you don't really need them anyway). Understand that you already have everything you need: You have yourself. You need to create a life that you like. Know, that you have always been free inside; know, that the older you become, the freer you will be to create your outer life the way you want to. The only thing you may not do is to allow your dad's need for power, which is just an insecurity in disguise, to interfere in your relationship with yourself.
