These were the A flight winners. Duck stamp contest opens The annual "Duck Stamp" contest for wildlife art to adorn next year's Migratory Bird Hunting Stamp has officially opened. Final regulations governing the administration of the contest were published in the Federal Register on June 19. Artists interested in submitting sub-mitting an early entry should write to the Director, U.S. Fish and Wildlife Service, ATTN: Audio Visual Office, Washinton, D.C. 20240, for copies of the contest rules and an entry form. Entries must be. received or postmarked no later than midnight, October 15, 1975. Only one entry per person will be accepted. The Migratory Bird Hunting . Stamp was authorized and required by the Migratory Bird Hunting Stamp Act. of 1934. Popularly known as the "Duck Stamps," they are sold through post offices and must be carried by every migratory water-fowl hunter over 16 years of age. All of the stamp revenues, beyond printing and handling costs, are used solely for the acquisition of additional migratory bird refuges. Prior to 1949, wildlife artists were commissioned to provide the design for the annual stamp. Since that time, the design has been chosen by a contest open to all artists who are residents or citizens of the United States. The prestige of winning the contest has enhanced the reputations of established artists and has elevated otherwise unknown artists to public acclaim. The annual contest held by the Service is the only art contest regularly sponsored by the Federal Government. Application for game permits now available Applications for big game permits are now available at Division of Wildlife Resources offices. Hunter's choice permits for the general deer season must be made by mail to the Division office in the region where the hunt will occur. The Board of Big Game Control set aside 17 units for hunter's choice permits. Deadline for applications is 5 p.m., August 22. The drawing will be held August 26. Hunter's choice postseason permits will be sold after the regular season on a first-come, first-serve basis by mail or in person. Postseason permits will be sold until gone, or until the hunt ends, whichever occurs first. The Board set aside two units where five day notice hunts will be held after the general season. "We will wait until deer move into these areas, then notify hunters through the media they have five days to apply for the hunts," said Division Big Game Supervisor Rodney John. Applications Ap-plications will be filled on a first-come, first-come, first-serve basis. Permits for the Green River expedition hunt will also be sold after the regular season on a first-come, first-serve basis. Hunters may take bucks only on this hunt which begins November 6. Only hunters with unused tags may apply for all postseason hunts. Cost of control permits is $5 in addition to the regular big game or combination license. Muzzleloader permits will be sold on a first-come, first-serve basis. All muzzleloader hunting units but one are for bucks only. Open bull elk and archery elk permits will be Sold by mail as well as in person for the first time this year. Hunters must pay the $15 permit fee upon application, which must be made between July 28 and 5 p.m., August 8. The 100 nonresident elk permits per-mits will be sold on a first-come first-serve basis. There is no application deadline. The permit cost is $75. Restricted area elk permits may be applied for until 5 p.m., August 20. Dual applications will not be accepted this year. The drawing is scheduled for 9 a.m., August 26. Successful applicants must pay for the permit by 5 p.m., September 4.
