The plans for the Spanish Fork Middle School - Junior Hign Complex are well on their way to completion. A contract tor the site work will probably be awarded within the next few weeks as soon as it can be ad vertised for bid. When the site work is completed, contracts for other sections of the building will then be awarded.' Thines haven't moved quite as fast as we had hoped, primarily because of an effort to do a very careful job of planning which has involved many dmerent groups and people. Some delay was caused by the necessity to redesign segments of the building to meet more stringent fire safety standards then have been required in the past. Then too, it took a little longer than expected to work out the leeal details for the property trade with Spanish Fork City for the site, which is located in tne southeast corner of Spanish Fork and which we consider to be a very excellent school location. The bonds for the $4,000,000 voted last spring for school construction have not been sold yet. One reason is that funds are not needed until construction is ready to begin and the other reason is that the bond market has been quite high. They will be sold during February to provide, needed funds as construction rjegins on the Spanish Fork school complex. com-plex. When the bonds are sold, the money received will be invested at a rate which is considerably higher than the interest being paid by the district. As money is needed to make payments on the building construction, funds will be drawn from those monies invested. The district will make periodic payments to the builder as the construction proceeds, based on verification by the architect of the amount of work completed at a given time. However, to insure proper completion of the project, ten to fifteen percent of the total is retained until the final acceptance ac-ceptance of building is made. Questions have also been asked about the determination of the state funds set aside during the last legislature for critical building needs. Extensive surveys have been made to determine the eligibility of the seven districts in the state which have applied for the critical building aid funds. Six districts have qualified, but the final decision has not been made to establish the exact priority order that districts will receive the funds and which schools within those districts will be constructed. Final determination should be made within the next thirty days. In committee action last week, the Education Appropriations Committee reported out a bill to appropriate another $5,000,000 for critical building needs. Recent information provided to the legislature indicated a need in the six districts qualifying for critical building aid to be approximately ap-proximately $44,000,000. Nebo's total capital needs were pegged at $11,564,020. This figure, which now is more accurate, is very close to the $11,000,000 figure quoted during the bond election. The district is anxious to begin specific plans for some of the other building needs in the district, but it is impossible to begin planning until after the state establishes the priority of buildings. It would certainly be a mistake to expend time and money on building plans for a building which the state would ndt approve. We are hopeful that we can begin to plan other buildings in the very near future and we will keep the public informed of the progress of the building program. P.S. The building will not have a flat roof. Motorists can pay traffic fines in blood at Fayette Quarterly Court in Lexington, Ky. The court is offering the option of donating a pint of blood to the Central Kentucky Blood Center instead of paying fine and costs, up to $10.
