Snow, wind hit over state (luring week Recurring periods of snow continued to plague the residents of the intermountain area during the past week with locally heavy accumulations in a few areas. The snowcover on the ground continued to increase and locally strong winds which developed over the weekend caused considerable con-siderable drifting, even closing some roads temporarily in the northern part of the state. Of the lower valley stations Mrs. James, at Park Valley Muddy Ranch reports 13 inches of snow on the ground, Snowville 11 inches and Woodruff 10 inches. Precipitation for the month of December, based on preliminary reports, averages well above normal over all of the state. The Dixie and South Central sections of the state reported between 120 and 130 percent of normal, the Uinta Basin and South East sections between 130 and 140 percent and the remainder of the state between 150 and 160 percent of the usual normal for the month. Temperatures averaged from near to a little above normal uv most sections of the state during ; the past week although averages 'for the month were well below.b-the below.b-the usual December values, r i From the number of requests received during the past week it seems that many residents of the ; state received a barometer in their Christmas stocking. Many of these recipients are quite ' confused by the pressure values :' which they receive when they call for a barometer setting. Most of the barometers sold in the intermountain area have pressure readings on their dials which correspond to sea level pressures. The average value of the pressure at sea level is 29.92 inches but it may rise to about 30.5 inches at times. Over most of the Western Desert areas of Utah and along the Wasatch Front, where the elevation runs between 4 and 5000 feet, the average pressure ranges from 25.84 inches to 24.89 inches. As a rough approximation the pressure decreases by 1-10 of an inch for each 100 foot increase in elevation. To compensate for the sea level values the National Weather Service often gives as the pressure reading a value used to set aircraft altimeters. For practical purposes a sea level barometer set to this value will respond to changes in the pressure and indicate the approach ap-proach of storms' or their dissipation. If greater accuracy is desired one can correct for the difference in elevation by the 1-10 1-10 inch-100 foot change. Provo canyon, Hi max 46 on 27th, lo min 6 on 31st, average temp 31 deg. Prince, whose job involves coordinating the Council's annual an-nual winter driving test project at Stevens Point, Wisconsin, said that safe winter driving is largely a matter of "keeping cool" under trying circumstances. cir-cumstances. "Safe driving during winter weather conditions requires the same skills and precautions that are demanded at any time of the year plus the added difficulty of coping with inadequate traction and reduced visibility," Prince pointed out. He said that few drivers realize or compensate for the extremely poor traction on ice-and ice-and snow-covered pavements until they get into a real tight spot. "The Council's tests have shown, for example, that the braking distance on glare ice may be as much as nine of ten times the normal dry pavement distance, meaning that it can take from 150 to 200 feet to stop after applying the brakes at a speed of only 20 mph," Prince noted. So, whenever the pavement is slippery, and especially when you think it may be but don't know lor sure, Prince advised that the first thing a driver should do to "keep his cool" is to get the "feel" of the road. This can be done by trying the brakes of "gunning" the engine momentarily to see whether the wheels skid of spin. If the car has' any tendency to skid or "fishtail" "fish-tail" then it's time to slow way down and do all maneuvering steering, braking and accelerating ac-celerating with a delicate touch.
