From the superintendent's desk By Joe Reidhead Supt. of Nebo School Dist. We have been talking about the income of the district in the last two articles. The next few articles will deal with how the money is spent, or the disbursement disbur-sement side of our budget. Since there are some 2,500 separate accounts it will only be possible to talk about the broad areas of the budget and mention some of the places where money is spent. The first section of the budget is administration. State and federal accounting requirements require that under administration would be those activities considered to be general administrative functions func-tions and include departments or persons handling those activities. ac-tivities. The School Board, accounting, ac-counting, purchasing, payroll, superintendents office, budgeting, legal fees, auditing and elections all come under administration. The budget for 1972-73 school year in the area of administration ad-ministration is $134,615. This is a reduction of $1,483 over last year's budget. This represents 1.5 percent of the total budget and 2 percent of the maintenance main-tenance and operation budget. The largest item in the administration ad-ministration $106,115 is budgeted for salaries. This amount is to pay the Board of Education stipend as required by law; support the superintendents office, including the Superintendent, Superin-tendent, and one secretary; support the clerk of the boards office which consists of a clerk, an assistant to the clerk, and two secretaries; a purchasing office which includes one half time administrator, and one secretary; the operations office which includes one half of two administrators salaries, and one and one half secretaries. $8,000 is budgeted into contracted service which includes auditing and legal services. The balance of the budget administration is spent for the supplies and postage for the district office, printing and public relations activities, travel for the Board and the administrative personnel per-sonnel whose salaries are paid from the administration budget. We are continually looking for ways to hold the cost of general administration down. One of the ways we have found to do this is by updating our data processing equipment and capabilities. This means that we do more work without increasing the size of the staff. Next week the budget area of instruction will be discussed. This is the largest area of the budget in terms of personnel employed and funds expended. American Myth which was assigned in a history course at Nor1 Carolina" State University. Univer-sity. A student who signed up for the course was required to purchase and use the book. After reading it, he withdrew from the course and called the book to the attention of Jesse Helms, a Raleigh newsman. Helms did a column on it (and he later ran and was elected to the United States Senate, Nov. 7). The book begins : "Capitalism stinks! It is a highly destructive, destruc-tive, wasteful, exploitative and irrational way to organize the resources of a society. . . We can only solve our social problems. . . by doing away with capitalism and the institutions in-stitutions that support it. This is the point of the book, and v.e make it again and again." If parents and citizens could be sure that propaganda falsehoods in textbooks such as this are rebutted in classrooms by the instructors, and that, even more important, every student at the same time is given the true facts about Capitalism, Socialism and Communism, the results wouldn't be so dangerous.
