Lucas, D., Tex., acting for a Republican-Southern Democratic coalition, has introduced intro-duced legislation to establish a flexible federal minimum wage law. The bill would set a minimum wage of 65 cens an hour for the rest of 1949. In succeeding ears, the rate would slide up and down annually with the consumer price index put out by the bureau of labor statistics. At no time, however, could it drop below 50 cents an hour. The Lucas bill, is the answer of the Republican-Southern Democratic Demo-cratic coalition to administration wage-hour legislation. Administration Adminis-tration Democrats are pushing a bill to increase the present minimum mini-mum wage from 40 to 75 cents an hour. . The administration's bill, now before the house rules committee, vould broaden the coverage of the wage-hour! act The Lucas bill vould narrow.its coverage somewhat. April 15 (U.R) The supreme court will hear oral arguments May 9 on the govern ment's claim to pi 1 -rich tidelands in the Gulf of ' Mexico off the coast of Texas and Louisiana. The hearing will be limited to Attorney General Tom C. Clark's right to file a suit with the supreme court claiming the underwater un-derwater lands for the federal government. The states opposed the suit on grounds they are the rightful owners of the land. Texas has suggested that, at any rate, any government suit should be started in a federal district court instead of the supreme court. Louisiana says the federal government has no power to sue a sovereign state. Both states contend that the supreme court decision in the California Tidelands case, giving 'paramount rights" over Pacific oil-lands to the federal govern aiefht, does not apply to them.
