Show Friday, October 15, 1948 DAILY HERALD Next Congress Faces Action On Big Foreign Aid Program "WASHINGTON, Oct IS (U.W Regardless of the outcome of the November elections, the next congress faces the prospect of acting on a record-breaking for eign aid program of . over $8,-000,000.000, $8,-000,000.000, a United Press survey sur-vey disclosed today. The estimate, compiled from official of-ficial sources, compare with about 1 $7,000,000,000 authorized by the 80th congress for economic and military aid through June SO, 1940. ; Recipients are wesU.ro Europe, Eu-rope, Trieste, Austria, Greece, Turkey, China, Japan and Korea. The biggest single amount next year will be over $4,000 000,000 for the second year of the European Euro-pean recovery; program. Then there are expected to be requests' totalling $1,300,000,000 or more for rearming western Europe as this country's first line of defense. de-fense. And more aid is in the works for China, Japan and Korea because of Communist threats in Asia. Budget bureau officials said the outcome of next month s elec tions will not change the foreign aid plan now being developed. By law. President Truman is required re-quired to submit the new budget request soon after congress meet on Jan. 3 Should Gov. Thomas E. Dewey be elected, he would not take over until Jan. 20. However, foreign aid requests presumably would not be altered materially in event of a Dewey victory because be-cause of the bipartisan foreign policy. The $4,000,000,000-plus for the European recovery projtrn.n com pares with $5,053,000,000 appro priated by the last congress. The new request might go over $4, ouu.uuu.ooo ii the economic cooperation co-operation administration take over present army aid programs in occupied areas. Water Supply Grows Dangerously Low In California Area HANFORD, Calif. (U.R) The underground water supply upon which is built one of the richest agricultural empires in the world California's great San Joaquin valley is being pumped out faster than nature can replace it. Consulting engineer Harry H Holley, who has made a career of water supply in the valley, said here recently that assuming assum-ing water consumption continues unchecked -there are two possible pos-sible long-range solution to the problem: either bring water hundreds hun-dreds of miles south from the Columbia Co-lumbia river or a remote possibilitydistill possi-bilitydistill sea water. The present Central Valley project's growing irrigation network net-work cannot possibly satisfy the total demands for water. Holley said. - Wartime high - prices were largely responsible for the sudden sud-den intensification of the danger, he said, since they made it economically eco-nomically possible to sink more deep wells and to cultivate much marginal, previously deserted land throughout the San Joaquii-valley Joaquii-valley . Oldsters Spurning Social Security ST. PAUL, Minn. (U.R) Minnesota Minne-sota citizens who have passed the 63-year mark are passing up the chance to retire on social security pensions more often than they did during depression years. Palmer Elder, manager of the St. Paul social security office, says the reason is that the available pensions don't go very far in meeting the high cost of living. ORDINANCE AN ORDINANCE LEVYING THE TAX AND PROVIDING FOK THE ASSESSMENT OF PROP ERTY IN STREET PAVING DISTRICT No. 41, IN PROVO CITY; UTAH, FOR THE CONSTRUCTION CON-STRUCTION OF STREETS THEREIN REQUIRED. BE IT ORDAINED by the Board of Commissioners of Provo City Utah: SECTION I. That the Board of Commissioners of Provo City, Utah, does hereby levy a tax and provide for the assessment of the same upon the property herein after described in Street Paving District No. 41 of Provo City for the purpose of constructing streets on the following described street in Provo City, Utah: First North Street from Eighth East to Eleventh East Streets: Second North Street from m East to Eleventh East Streets; Third North Street from Ninth East to 11 ' East Streets: Eleventh East Street from First North to Third North Streets; Eighth East Street from First North to Second North Streets. Said tax shall be payable in ten equal yearly installments in-stallments as provided by law and ordinance with interest on the whole sum9 unpaid at the rate of 3i per cent per annum, payable at the time each installment is due. In the event any installment or the interest aforesaid is not paid on the day tne same falls due, the whole amount of special tax unpaid at the time said installment in-stallment and interest are due shall become due and payable and shall draw interest at the rate of eight per cent per annum until paid.
