The mortgage Insurance In-surance is made available under the recent presidential order designating desig-nating the Provo section as a critical war area. Gordon Weggeland, state FHA director, defines a defense worker as a member of the armed forces, a person engaged In a plant producing pro-ducing war materials either toy direct contract or by subcontract, or an employe of a branch of the government engaged In war activity activ-ity T- ivr .. - " He stat3 that this definition will include all present employes of the Columbia Steel and Pacific States Cast Iron Pipe company at Ironton as well as the employes at the new Geneva works. Most construction workers at the steel project will be housed by the construction companies and in various other manners. "We are interested in housing the permanent perman-ent employes," says Mr. Wegge-land, Wegge-land, who estimates that the project pro-ject will bring from 4000 to 6000 skilled workmen Into the territory. A defense house la Interpreted by the war production board as being one costing not over $6000 and not renting for over f 50 per month, shelter rent (unfurnished without services.) Mr. Weggeland urges the construction con-struction of a large number of homes in the lower bracket, costing cost-ing around $4000,, which can be bought for $1 per day. f In purchasing pur-chasing a ' $4000 home under the title 6 of the national housing act, a person can take SO months to create his 10 per cent down payment pay-ment equity. An initial allocation of 375 housing hous-ing units has been made to Utah county, and priority applications for this hew construction are being Protect The Life of Your Car! MOTORISTS! '-- ' received by the federal housing administration, ad-ministration, w Mr. "Weggeland urges builders, contractors, supply houses and financial institutions to enthusiastically enthusi-astically accept the reponslbillty and provide the units immediately, for there will be a very acute housing shortage by October 1. The FHA will cooperate fully with the Utah county planning commission in providing for an orderly-development in each community, com-munity, says the state director. Mrs. Weggeland declares efforts should be made to construct homes where existing utilities are available, avail-able, rather than creation of a large number Of new subdivisions which in their development will cause use of a lot of critical materials. mate-rials. The benefit of building where existing basic utilities are available avail-able is obvious, says Mr. Weggeland. Wegge-land. The complexion of the neighborhood will be lifted up, utilities will need to be extended only from the existing mains and wires, and property which Is now a drain on both the owner and the city will be placed on the tax rolls. The allotment of 375 homes for Utah county will be increased just as quickly as this number is absorbed. ab-sorbed. Government officials definitely defi-nitely recognize the large migration migra-tion of workers to this area and the inability of existing housing conditions to care for this large number of defense workers, Mr. Weggeland states. The homes can be either single units, duplex, triplex, of fourplex. It Is possible 2000 to 3000 single family units will have to be built to care for the permanent employes em-ployes of the great industrial expansion, ex-pansion, authorities estimate. All housing priority requests are to be submitted through the FHA. Assistance will be given anyone In the preparation of these priority applications at the FHA office, Dooley building, Salt Lake City, says Mr. Weggeland. Also, inquiries directed to that office win be answered quickly. The proceedure in getting the necessary priorities Isn't difficult or complicated. Persons interested interest-ed can go to the local financial institutions in-stitutions and get all the necessary Information. FHA certifies the elegibility of the project and WPB issues the priority, which' is the permit to build. Building materials classified as most critical include all plumbing MB M rfv. . Says HRO Chief Provo Is still not a " high rent district compared to other defense areas in and out of the state, ing the past several years rents says S. I. Levin, HRO director. "Prior to the demand and dur-have dur-have been normally low or under average in this community. There have been some rent raises which could be expected In any community. com-munity. "However, Provo still' cannot be considered high or exhorbitant in demand for high rents. It is true in a number of cases that a demand for up-to-the-minute furnished homes have been sought by the higher salariesd engineers and technicians and offers were made by them for paying higher tlten ordinary rents for this type of dwelling." State Director Asks Support in Housing Program Xt'r !: """nil " " ' . State Housing Director Lawrence A. Johnson today advised Provo and all other cities in Utah's defense de-fense areas to convert all possible existing housing into unit for defense de-fense workers. Although encouraging reports have been received from several cities on the amount of housing furnished through conversion ot existing facilities, Mr. . Johnson feels a far more comprehensive Job can be done. Mr; Johnson has asked that Provo enlist all civic' groups in speeding up the program. Indian Leader Hears U. S. FULLERS PAINT DTR Company Proper Location of Buildings Irap(&rit, Says Planning Chief By GEORGE II. SMEATH Director Utah County riannlng Association . Building enough homes, schools and other desirable structures in Utah county in the next two years to saUsfy the need of the coming expansion is one of the moit serious seri-ous problems f acing local construction, con-struction, finance, and real estate interests. - But there is a second problem almost as serious and one less likely to be recognized readily. read-ily. This is 'the heed for proper location of new buildings and good design,' for' the arrangement ot building 'groups, - Proper k location of a building on a piece of ground considers the following? factors: l.-RelallonHhlp of the building to the site. ' This, ln the broad sense has "to do with topography, views, drainage, and soil. Much of our residential growth may take place near the edges of our bench lands where contour prob-1 buildings are adapted to changes of elevation rather than the land being always changed to meet the needs of the structures. In these same area views of the mountains moun-tains and the lake are usually magnificent, and every effort should be made to retain and enhance en-hance them. Drainage is an important im-portant factor and "the lay of the land" should help determine what will be good and what bad. " 2.- ttelationflhlp of the site to man-made conditions. This had to do with zoning ordinances, health regulations, adjoining land developments, devel-opments, roads bordering the property or near it, existing and proposed shopping areas, transportation trans-portation lines, availability of schools and churches, and distance from place of employment. Most of the communities of Utah county coun-ty either now have toning ordinances ordin-ances or are preparing them for passage in the near future. Unincorporated Un-incorporated territory is being studied with a view to adequate zoning control as soon as an or-dinace or-dinace can be prepared. Zoning protects property values against adjoining destructive land use practices and helps maintain neighborhood character wherever good conditions already exist. Adjoining land use values are very important. Placing a new subdivision between groups of old, aeiapiaaiea farm buildings, or next door to a swamp, or Just across the road from the railroad tracks, is not good business. People Peo-ple prefer to live in areas where the surroundings are conducive to good home building. Properly onenung tne structures with roads, shopping centers,-and other existing conditions is .part of the general agreeable arrangement. The Utah County Planning as sociation is , attempting to help direct the physical growth and arrangement of our communities In such a way that money, labor, and planning we put into present growth and change wilt be for the best good of our future as well as our present citizens. Representatives Representa-tives of " each community in the county meet to discuss mutual problems and work out plans for modern, organized development. Structures put on the ground today to-day become more1 or less permanent perman-ent They are costly to move and construction should be begun only after careful consideration of all the factors involved. . ' As we go forward into the next few years, Utah county will become be-come one of the Industrial centers of the west What we build today to-day should be' for the future. Otherwise, slums, shack-towns, criminals, and disease will be our constant companions. An intelligent, intelli-gent, co-operative citlsenry can make this area a region of good homes, sound businesses, constant land values, and happy people. H.R.0.
