REICHMANN United Press Staff Correspondent I WASHINGTON, March 25 ttJii) I United States policy on the treatment of war criminals to days was expanded to include punishment not only of axis lead ers but also of all individuals whether in. France, Norway, Czechoslovakia, Poland or other Nazi-overrun courties who know ingly aid in sending innocent vie tima to their deaths. The extended policy was enunciated enun-ciated by President Roosevelt as the movement of Nazi armed forecs in Hungary and Rumania threatened the security of thou sands of Jews who had sought haven in those satellite states. In a statement recounting massacres mas-sacres and war crimes of the axis, the president said it was "only fitting" that this country should proclaim anew its determination that none of those engaged in these "'acts of savagery" shall go unpunished, adding: "That warning upplies not only to the leaders but also to their functionaries and subordinates in Germany and in the satellite countries. coun-tries.
