Passage of the Wheclcr-Rayburn utilities bill means "war," President Presi-dent Hugh S. Magill of the American Federation of Utility investors asserted in a statement today. Measures like this bill, he said, are forcing investors to organize for action. "Passage of this bill means war," he said, "If war comes, investors in-vestors will be mobilized and-ready for it. The time in congressional 'cracking down on this great, in-rependent in-rependent unpampered class is past. "Our turn to 'crack down' will come if events force tiie issue."
