In accordance with federal statues, these records are kept for a minimum of five years after completion of the student's special education program. Unless otherwise requested by parents, guardians, or former students of legal age, special education records prior to 2003 will be destroyed June 20, 2008. Several reasons exist for destroying these records. Most obvious is the storage problem that would be created by keeping suck bulky records indefinitely. FINDING OF NO SIGNIFICANT IMPACT Ref: 8P-W-TF PROJECT: Dutch John Culinary and Waste Water Improvement Project TO: All Interested Government Agencies and the Public As required, by the National Environmental Policy Act (NEPA), an environmental review has been performed per-formed on the pro- posed Environmental Protection Agency (EPA) grant for the above project. PROJECT NUMBER: XP98888701 TOTAL COST: $1,052,000 EPA GRANT: $578,600 LOCAL SHARE: $473,400 The community of Dutch John, Utah, was built in 1959 by the U.S. Bureau of Reclamation to house employees constructing the Flaming George Dam and Reservoir on the Green River. Upon completion of the dam, some employees employ-ees of the Bureau remained in Dutch John to maintain the dam, power plant, visitor center, camp grounds, and boat ramps. The land and houses, including the culinary and wastewater waste-water infrastructure systems, were owned and maintained by the Bureau. In 1998, pursuant to the Dutch John Federal Property Disposition and Assistance Act, ownership own-ership of these systems sys-tems was transferred to Daggett County. The current population popula-tion of Dutch John is approximately 150 during the . winter months, with 80 water and sewer connections. connec-tions. The Community of Dutch John, Utah, will improve its drinking water and waste water systems. The project is to be funded in part by an EPA Special Appropriations Grant. The Facility Plan and Environmental Assessment for Dutch John community's water and waste water improvement project, dated April 2008, was prepared by Uintah Engineering and Land Surveying, a consulting con-sulting firm hired by Daggett County. Culinary water improvements: The community of Dutch John currently obtains its raw drinking water supply from Flaming Gorge Reservoir. Daggett County will pay for the construction construc-tion and startup costs for the culinary water project. After consideration con-sideration of sev C11 eral alternatives, the Pump House with the Elevated Tank option was chosen as the selected culinary' w ater system. This project has higher initial costs than other options, but lower annual operational opera-tional costs. The elevated ele-vated tank provides needed fire protection protec-tion water flow on the bench areas above the community and to the regional airport, which is currently inadequate. Wastewater improvements: After consideration of several options, the Stahler Matic (STM) -Aerator Unit alternative alter-native was chosen. This system combines aeration and biological biologi-cal nutrient removal in one step. The STM-Aerotor system includes wastewater aeration, activated sludge processing, and a rotating fixed film process in one tank. These improvements will be constructed at the current location loca-tion of the wastewater facilities.
