Questar customers may face a 36 percent rate increase Free fishing at Moose Pond meets with winter weather Winter cold met participants of the annual fishing derby on Saturday for children on Utah's free fishing day at Moose Pond on the north slope of the Uinta Mountains. About 20 children braved the winter weather to fish for trout. The derby began at about 8 a.m. and concluded at about 11 a.m. Participating children won prizes ranging from small tackle boxes to fishing poles. Many participants left with a few trout for braving the snow and cold. The event is sponsored by the Ashley National Forest and the Utah Division of Wildlife Resources, (UDWR). In preparation for the derby about 500 fish were stalked in Moose Pond during the week of May 27 and today the UDWR planted about 700 trout for the children to see and learn about the fish stocking program. SALT LAKE CITY (AP) - Questar Gas customers could be facing higher heating bills next winter. Utility executives told the Deseret News editorial board that the increase would raise the average residential bill by about 36 percent. Quester President Alan Allred said the change would take prices back to levels last seen in the winter of 2005-06. Questar said the typical Utah household pays about $55 a month for natural gas. The proposed increase would push bills to around $75. The utility this week is expected ex-pected to submit the proposed rate increase to the Utah Public Service Commission. Questar's rates can drop or rise depending on market conditions condi-tions for natural gas. Ronald Jip-son, Jip-son, an executive vice president, said "the last four pass-throughs have been decreases, and some of them fairly major." The utility said it cut rates 7.9 percent in February 2006, 3.6 percent in April 2006, 10.3 percent in November 2006 and 8.9 percent in November 2007. Current prices in this area are in the $9 range and are projected to remain high through the winter," Questar said. The head of the state's utility watchdog agency said the rate case will be closely watched. "The unfortunate fact is that commodity prices are rising," said Michele Beck, director of the Committee for Consumer Services. "We are going to have to look at other measures to help consumers control their own energy costs because we can't ask the utility to charge less than they pay for the commodity." Questar has a rate case pending pend-ing before regulators to pay for fixed, non-gas operating costs. The typical residential customer would see an increase of about $3.20 on their monthly bills.
