Show A6 Wednesday, February 2, 2005 UNDERGROUND INJECTION CONTROL PROGRAM PUBLIC NOTICE AND OPPORTUNITY TO COMMENT PROPOSED UNDERGROUND INJECTION CONTROL (UIC) PERMIT Westport Oil and Gas Company, LP. 1670 Broadway Suite 2800 Denver, CO 80202-4801 80202-4801 PURPOSE OF PUBLIC NOTICE The purpose of this notice is to solicit public comment on a proposal by the Region 8 Ground Water Program office of the U.S. Environmental Protection Agency (EPA) to issue an Underground Injection Control (UIC) Permit that will authorize the underground injection of fluid via the following Class II injection well or wells: NBU 47N2 818'FSL&854'FWL SESW S30, T10S, R22E Uintah County, UT BACKGROUND The well(s) is proposed for injection of fluid (water or brine) produced during conventional oil or natural gas production, produc-tion, and it may be commingled com-mingled with waste water from gas plants which are an integral part of production pro-duction operations unless that water is classified as a hazardous waste at the time of injection. This application is for the conversion of the NBU No. 47N2, a shut-in Wasatch and Mesaverde Formations oil well, to a Class II salt water disposal dis-posal well in the upper Wasatch Formation gross interval 4590 feet-5268 feet. Prior to authorization authoriza-tion to inject the applicant is required to obtain and analyze injection interval fluid specifically for the Total Dissolved Solids (TDS) value. The approved injection injec-tion fluid is permittee- produced water from Wasatch-Mesaverde Formations in the Natural Buttes Unit (NBU). The TDS has been analyzed to range between 23,087 mg1 to 40,427 mg1. No water wells are present pres-ent within two (2) miles of the proposed NBU No.47N2. No water well within four (4) townships (T10-11S, R21-22E) around the NBU No. 47N2 is deeper than 1500 feet. The EPA has determined deter-mined that annulus cement across the confining confin-ing interval in the NBU No. 47N2 should be adequate to prevent contamination con-tamination of shallower USDWs from injection into the gross authorized injection interval 4590 feet-5268 feet. A Draft Permit has been prepared in accordance accor-dance with provisions of the Safe Drinking Water Act (SDWA) as amended amend-ed (42 USC et seq) and other lawful standards and regulations. The EPA has made a preliminary determination that all underground sources of drinking water will be protected. The Permit will be issued for the life of the well unless modified or terminated. This Permit, once issued, will authorize the conversion of a non-injection non-injection well or wells to an injection well and operations as an injection well. Operations of the well(s) will be governed by the requirements and conditions specified in the Permit. PUBLIC COMMENTS The requirements and conditions of the Draft Permit are tentative, and are open to comment from any interested party. Persons wishing to comment com-ment upon or object to any aspect of proposed Permit decision are invited invit-ed to submit comments, IN. The Final Permit decision shall become effective thirty (30) days after issuance unless no commenters requested changes to the Draft Permit, in which case the Permit shall become effective immediately upon issuance. APPEALS Within thirty (30) days after a Final Permit decision deci-sion has been issued, any person who filed comments com-ments on the Draft Permit or who participated in a public hearing may petition peti-tion the Administrator to review the final decision.
