Senator Bob Bennett, R-Utah last week joined forces with a coalition of western senators introducing legislation leg-islation to implement new regulations regula-tions governing livestock grazing on public lands. Bennett said the new regulations are "a much more reasonable approach ap-proach than those proposed by the Clinton administration, and will not send a crashing blow to the economies of the rural West." The Livestock Grazing Act (LGA) of 1995 was introduced in response to the Department of Interior's Rangeland Reform '94 proposals which are scheduled to take effect Aug. 31 this year. Secretary Bruce Babbitt joined Sen. Bennett in Utah at a field hearing hear-ing last summer where over 100 Utahns testified on the effects the administration's proposals would have on their operation. "Without exception, every rancher told Secretary Babbitt that Rangeland Reform '94 would force most of them out of business," Bennett said. In light of those, comments and the clock ticking on implementation of the Babbitt proposal, the Utah delegation came up with a bill which "responsibly addresses the need to make some changes in the way grazing is managed on federal lands without jeopardizing the lifestyle and livelihood of thousands of western ranches." The bill will be the subject of congressional con-gressional hearings. Attempts by the Clinton administration to circumvent cir-cumvent the Congress resulted in a fierce ground swell of opposition. "We are planning a more open approach," ap-proach," Bennett said. Notably, the new bill restricts membership of grazing advisory councils to residents of communities communi-ties in or adjacent to the grazing district. In the Babbitt proposal, those sitting on local advisory committees com-mittees were not required to have any residential tie to the area in question. v "The Clinton administration seems to think that bureaucrats and lobbyists in Washington, D. C. are best equipped to address these western west-ern land issues from an office building build-ing on the East Coast," Bennett said. "We couldn't disagree more. Our bill removes the 'one-size-fits all' approach of this administration, and gives more control where it belongs be-longs at the state and local level." lev-el." The bill also provides permit holders with a 15-year tenure, rather than the 10 year period proposed by Babbitt. Additionally, the federal government would be given only proportional title to improvements made on federal lands as a result of ranching operations, determined by the investments made by permittee, or rancher. The bill also makes it easier to sublease permits to family members. Other Senate supporters include primary sponsor Pete Domenici, R-New R-New Mexico, and Sens. Orrin Hatch, R-Utah, Alan Simpson and Craig Thomas, both R-Wyoming, Larry Craig, R-Idaho John Kyle, R-Arizona; R-Arizona; Conrad Burns, R-Montana and Larry Pressler, R-South Dakota. Rep.
