The facility was built by the Ashley Valley Water and Sewer Improvement Improve-ment District to service its customers and the Maeser Water Improvement Im-provement District has, for now, joined with the Ashley Valley district. The council met in a special meeting Monday morning to approve ap-prove a new water rate that would cut the minimum usage, 8.000 gallons per month, to zero and would charge 80 cents per 1,000 gallons used. The base rate would be left at SG.50 per month. The proposed increase would mean a 55 percent increase in monthly water bills for residential residen-tial users. The increase, however, would be less costly to high water users Water users over 60.000 gallons per month would be charged less under the proposed rate. One Vernal business, which uses over GOO.000 gallon per month, would pay about $& less, said llarley Hales. Vernal City finance director. The loss of revenue from heavy commercial users and concern voiced by mobile home park e tiers at the meeting urged the council to lake a second look at the proposed rate increase. With the proposed rate there would be no minimum so mobile home owners would be facing the minfmum rate for all spaces oc- " cupiedornot. Vernal City however has authorized a 20 percent discount to multi-family dwellings because the city only reads one meter for the entire mobile home park or apartment complex. "If we have to pay for non-use, then everyone should have to pay for non-use," said Lewis Wright, Vernal mobile home park owner. Vernal City does not currently charge a minimum fee to vacant dwellings. Many of the mobile home owners at the meeting said the proposed rate increase would double their water bill; from $1,700 to S3.GOQ per month, said one mobile home park owner. "When 75 percent of what we take in goes to pay utilities, you may be looking at the closure of wine parks." said Bill Foster, Ashley Creek Mobile Home Com-muntiy, Com-muntiy, "We can't pass the Increase on Jo our customers," Foster said.
