The Swasey HMA is located on the Swasey Mountains in north central Millard County, approximately 30 miles west of Delta, Utah. Approximately 250 wild horses currently roam the Swasey HMA, according to the 2007 census. The Appropriate Management Level (AML) for the Swasey HMA has been established through a public planning process at 60 to 100 wild horses. This means that 150 or more horses will need to be removed during the gather to achieve AML. The Swasey HMA contains 120,113 acres. This acreage includes federal, state and privately owned lands. The vegetation on the upper elevation of the Swasey Mountains is comprised of mountain brush and aspen groves. The foothill region is predominantly vegetated with salt desert shrubs & grasses. The original source of this herd is unknown. However, many of the horses in the Swasey Herd are descendants of horses that were turned loose or escaped from local ranches. The Swasey herd is dominated by gray and light colored horses. The herd also has black, brown and bay horses with the average size of herd adults ranging from 14 to 15 hands. The Swasey gather is being conducted to achieve the "thriving nat- ural ecological balance," mandated by the Wild Free-Roaming Horses and Burros Act of 1971. Specific objectives include managing the horse population to preserve and enhance the historic physical and biological characteristics of the herd and preserving and maintaining a healthy viable wild horse population within the HMA. The gathered horses will be transported to the Delta Wild Horse and Burro Facility in Delta, Utah, to be prepared for adoption through. Utah Department of Health Salt Lake City - Beginning this week, Utahns applying for Medicaid will need only to interact with one state agency to determine their eligibility. In the past, both the Utah Department of Health (UDOH) and the Utah Department of Workforce Services (DWS) employed Medicaid eligibility workers. But under a proposal presented by Governor Jon Huntsman Jr., and approved by the 2007 State Legislature, more than 250 UDOH eligibility workers were consolidated into the DWS. In the past, UDOH would handle only Medicaid cases which were medical in nature. Other cases, which include services such as food stamps, financial assistance through the Temporary Assistance for Needy Families program or child care, were handled by DWS. During fiscal year 2006, more than 20 percent of Medicaid cases transferred between the two departments, often creating confusion and frustration on the part of Medicaid clients. In that same year, more than 20,000 Medicaid cases received benefits from both departments. In January a joint UDOH/ DWS planning team began communicating with stakeholders and planning for the consolidation. The planning team created a guiding principle to ensure a seamless transition for all Medicaid clients. Under the plan, UDOH retains its role as the agency responsible for Medicaid policy making. The plan also supports maintaining staffing of positions currently based in, and financially supported by, health care facilities and specialized long-term care facilities.
