Show Hearing today on state system A five-member committee of the State Board of Higher Education will be at the University Wednesday for the last of six public hearings exploring governance of the state system of higher education. The committee, chaired by Donald 13. Holbrook, will conduct the hearing in the College of Law Moot Court Room from 9 a.m. to noon. They are part of a review project the board has initiated to refine the delegation of authority among the various ad- ministrative levels of the system. Previously, the board has delegated operations and daily management of the institutions within the system to the presidents and Institutional Councils. The project is investigating whether further delegations of the board's power should be made or whether some functions func-tions should be returned to the board. So far the board has retained only statewide budgeting, capital facilities, planning, curriculum and role decisions and statewide master planning to itself.
