By Heidi Sorensen Staff Writer A new constitution was approved Wednesday night by the Associated Students of the University of Utah (ASUU) Executive Council. The constitution' now goes to the Board of Regents for approval and is then presented to the studentbody for a vote in a general ASUU referendum, before going into effect. The new constitution includes establishment of an elected administrative vice president, a Campus Affairs Board, and an Academic Affairs Board (replacing the present Student Faculty Board). Other changes defined were strengthening the Student Regulations role by giving it power of judicial review and changing the name to ASUU Judiciary. The date of elections was changed to the first part of Government. The commission worked on the changes fall quarter and a portion of winter quarter. Reasons for Change The vice president was added to act as vice chairman of Exec Council, to chair board chairman meetings, to function in the absence of the ASUU president or until a new president is appointed and to be responsible for management of the ASUU offices, facilities and employed personnel. Division of the Student Faculty Board into two Boards Campus Affairs and Academic Affairs was justified with the job being too much for one board. Campus Affairs Board would work in the areas of the bookstore and traffic problems while Academic Affairs would concentrate on the academic welfare of the student. The date of elections was changed to the first part of spring quarter so that officers would bo sworn into office on the third Friday of spring quarter. Under the present constitution, officers are to take office May 1. Other minor changes included a clause for appointment of a Summer School Executive Council Steering Committee to act for the Executive Council during the summer months. Eligibility for ASUU President was changed to require completion of 60 quarter hours rather than 72. The constitutional changes were prepared by the ASUU Study Commission to Study Student branch of student government, ths ASUU Judiciary would have the power to enforce the ASUU constitution, laws and regulations, impose non-academic sanctions on those guilty of violation of laws and have the power of constitutional review on any action taken by ASUU Executive Council. The appellate from the Judiciary would be the Board of Regents. The Council did not change the voting clause of the constitution which allows students who have paid ansactivity fee to vote only.
