McConkie, Salt Lake attorney, on the issue of liquor-by-the-drink, Friday in the Union Ballroom at 2:30 p.m. The debate is being sponsored by the Army Reserve Officers Training Corps (ROTC) in conjunction with the Contemporary Issues committee. Cadet Lt. Larry Kellar will act as moderator and preside over a question and answer period to follow the debate. Mr. Hansen will speak in favor of the proposition. He was recently defeated in a primary bid for the United States Senate by Democrat Milton L. Weilenman. Oscar W. McConkie, opponent of liquor-by-the-drink, is vice chairman of the Utah Planning Project Vocational Rehabilitation. He has had numerous civic service positions, and has been past president of both the state Senate and House of Representatives, Summit County attorney and vice chairman of the Utah Legislative Council. He has held numerous positions in the Church of Jesus Christ of Latter-day Saints (LDS) church, and published three church books. "The ROTC endorses public discussion of issues vital to our state," Brian Moran. ROTC Liason assistant, "and recognizes the liquor-by-the-drink question as one of the most volatile of the decade," said.
