He pointed out (Continued on Page 3) By DAVE BLOCK Chronicle News Editor A non-student was arrested Thursday afternoon by University Police and a complaint field against him charging illegal possession of narcotics after he was observed making and passing what appeared to be marijuana cigarettes to several sev-eral groups during the April 25 Festival on the Union west lawn. Glen Robert Putnam Jr., 135 So. 6th East, was charged with illegal posession of narcotics. Putnam was observed to be sitting in a group with three other individuals who were passing around what appeared to be marijuana. Each member of the group took one or two "drags," inhaling deeply and not exhaling. After the cigarette was finished, Putnam was observed to " place the butt into his jacket pock et. Approximately 16 people were observed ob-served to be smoking what appear ed to be marijuana by the Director of University Police, J. Elroy Jones, two University policemen, Ernest Bebb, director of the University Union, Peter D. Grundfossen, assistant as-sistant dean of students and a Chronicle representative. In the period of one hour, what appeared to be marijuana was smoked, rolled into "joints," offered offer-ed to individuals at no cost, plus bought and sold. At one time a group of eight individuals, male and female were seen to pass a pipe among themselves. Charge Aprilmen According to University officials, they were considering bringing the leaders of April Committee before Student Behavior Committee in the near future. Ernest Bebb, director of the University Uni-versity Union said that the use of drugs on campus is a University problem and when non-students get involved it is also a University problem. "I feel the use of drugs is in-4 in-4 compatible with higer education yr and would support any reasonable policy to try and relieve the situation," situ-ation," said Mr. Bebb. When asked about the April Committee's Com-mittee's responsibility to enforce the regulations and policies as a member group of the ASUU Mr. Beeb said, "I'm not sure we can hold them responsible, but I don't . deny that the incident didn't happen. hap-pen. But, if they aren't responsible, someone else is going to have to step in. If a group or organization cannot or chooses not to discipline the activity then they should expect ex-pect that those agencies ulimately responsible will have to take sanctions." |
