Gerald Gray, writer for "Ramparts" "Ram-parts" magazine and volunteer of the Central Committee for Conscientious Cons-cientious Objectors, discussed at an April Committee meeting the conscientious objector, pre-induc-tion and induction physicals, student stu-dent deferments and migration to Canada. "I'm here because I'm concerned concern-ed with the draft problem," said Gray, "There are no trained counselors coun-selors on the draft in this area." Gray stated under the law every man is entitled to apply for the classification of conscientious objector. ob-jector. "At the very least," remarked Gray of the conscientious objector's appeal, "he can't be drafted during . the time the appeal is going on." The individual has 10 days after notification of his 1-A classification to apply for a conscientious objector objec-tor deferment. If the application is turned down, said Gray, the person per-son should write a letter requesting request-ing a personal appearance before the board. Bring A Witness For the individual's own protection, protec-tion, said Gray, he should ask if he may bring a witness to the hearing. hear-ing. The witness serves two purposes. pur-poses. Firstly, he can verify the proceedings and secondly he can testify to the person's character, although usually the witness isn't allowed to speak. Upon losing an appeal to the local draft board, the objector has 30 days to appeal to the state board: Further appeal is made to the Presidential Board, appointed by President Johnson, said Gray, chances of winning at that level are slim. Questionaire Given A pre-induction physical, including includ-ing mental and physical tests, can be called at any time. During the examination a security questionaire question-aire is given. It is designed to determine if the individual has had contact with a list of subversive organizations. or-ganizations. The list was compiled during the McCarthy era, said Gray. Anyone can refuse to answer the questionaire with fear of penalty. Military intelligence is then required re-quired to investigate the individual. -TEitime involved is varied, but Gray related in his own case it took 11 months. A person who is not cleared is given a 1-Y deferment, said Gray. It means he is considered politically politic-ally undesirable to the government and is eligible for the draft only upon declaration of war or national na-tional emergency. II S Deferment A T2-S deferment is given students stud-ents until they receive a BA, fail to carry a full academic load satisfactorily sat-isfactorily or reach age 24, he said. According to Gray a I-S deferment defer-ment is provided for a student to complete an academic year. It is usually used by high school or trade school students. "Canada is the last resort for some people and an immediate result re-sult for others," said Gray. He estimates a migration of 16 per cent of the population last year. The figure includes 5,000 legal and 5,000 illegal migrants. He said Canadians are evenly divided in their opinions on deferment violators. violat-ors.
