The Committee shall have that jurisdiction, original and appellate, ap-pellate, necessary to enforce the ASUU Constitution, laws and regulations, and that jurisdiction jur-isdiction delegated to it by the Committee on Student Affairs and the Board of Regents. B. The Committee shall impose such non-academic sanctions and penalties upon those guilty of a violation of laws and regulations as may be appropriate appro-priate and within its delegated dele-gated powers and jurisdiction. ARTICLE VIII-SENIOR CLASS PRESIDENT Section 1. Election: A. Shall be elected during the regular ASUU elections and shall be a senior during his term of office. Section 2. Powers and Duties Shall Be: A. Act as Chairman in charge of activities affecting the Senior Class; B. Choose a Senior Steering Committee to provide assistance assist-ance and representation in matters affecting the Senior Class; and C. Work with the University of Utah Alumni Association and represent the class in alumni relations after graduation. . ARTICLE IX ASUU ACTIVITY FEES Section 1. Levying of Fees: A. There shall be an ASUU student stu-dent activity fee collected from the students to support the government and activities of ASUU as set forth in this Constitution Con-stitution and ensuing legislation. legisla-tion. B. The amount of this fee shall be established by the Board of Regents upon the recommendation recommen-dation of the Executive Council. Coun-cil. . C. Prior to making recommendations recommen-dations to the Board of Regents, Re-gents, the Executive Council, at . its discretion, may call for a general referendum of the student body on charges in the student activity fee. Section 2. Administration of the Fees: A. The final responsibility for the administration of the student stu-dent activity fee shall rest with the Apportionment Board. B. The Executive Council shall, with the approval of the Board of Regents, determine which students shall pay the ASUU student fee. C. Members of the Board of Regents, Re-gents, the faculty, and non-academic non-academic staff may obtain the privileges of membership in ASUU upon the payment of an activity fee as determined by the Executive Council upon the recommendation of the Finance Board. ARTICLE X ELECTIONS Section 1. Voting Privileges: A. Shall be extended to all members mem-bers of the ASUU who have registered at the University and paid all fees, prescribed by the Board of Regents. Section 2. Period of Election: A. Shall be conducted during the spring quarter of each year and shall involve a general election elec-tion of all the ASUU elected officers as provided herein. Section 3. Procedure: A. Shall be as determined by the ASUU Executive Council in accordance with the University Uni-versity regulations. ARTICLE XI IMPEACHMENT Section 1. Articles and Trial of Impeachment: A. Any elected officer of the ASUU or a member of its student governing bodies may have articles of impeachment brought against him for failure fail-ure to fulfill the duties of his office andor for actions unbecoming un-becoming the holder of that office. B. The articles of impeachment shall be brought by: 1) Passage by two-thirds of the members of the ASUU Executive Ex-ecutive Council; or 2) Five-hundred members of the ASUU at large signing a petition containing the articles ar-ticles of impeachment; or 3) Passage by two-thirds of the Committee on Eligibility. C. Trial of Impeachment Charges 1) Any officer against whom articles of impeachment have been brought shall be tried by the Student Regulations Committee. A member of the Student Regulations Committee Com-mittee shall be tried by the student members of Student Affairs and. Student Behavior Behav-ior Committee. 2) To be convicted of an impeachment im-peachment charge, an officer must be found guilty of any such charge by any five members of the Student Regulations Reg-ulations Committee. A member mem-ber of the Student Regulations Regula-tions Committee shall be convicted by any two-thirds majority vote of the students hearing the impeachment charges. 3) The Student Regulations r Committee shall impose upon any officer found guilty such , non-academic sanctions as may be appropriate. These : sanctions may include: probation, proba-tion, removal from office, disability to seek or hold further ASUU positions or to receive any rewards, honors hon-ors or remuneration from ASUU. Section 2. Writ Requiring Performance Perform-ance of a Duty: A. Any member of the ASUU may request the Student Regulations Reg-ulations Committee to issue a writ requiring an elected official of-ficial to perform his duty according ac-cording to the laws governing the ASUU. The writ may be issued after due hearings by the Student Regulations Committee. Com-mittee. B. This writ may be issued against any elected official of ASUU or its student govern- ing bodies. C. Failure upon the part of the official or governing body served with this writ to perform per-form the specified duties within a reasonable time shall be grounds for impeachment ' charges. ARTICLE XII RATIFICATION ' AND AMENDMENTS Section 1. Ratification of the Con- " stitution: . ; A. This Constitution shall be- ' come effective upon the approval ap-proval of the Faculty Council, the Student Affairs Committee, the Deans' Council, the Board of Regents, and by a majority vote of the members, of the . ASUU voting in a ' general ASUU referendum. Section 2. Constitutional Amendments: Amend-ments: A. Amendments may be proposed ; by a three-fourths majority vote of the Executive Council or by a petition signed by 500 members of the ASUU. B. Amendments must be ratified rati-fied by the same process as the Constitution. 3) To provide for the hearing of complaints from individuals individ-uals concerning any area under un-der the jurisdiction of student-faculty committees; 4) To provide for communication communica-tion through the ASUU President Pres-ident between the students of student-faculty committees and the President's office and the Executive Committee Commit-tee of the Faculty Council; and 5) To be responsible for proposing pro-posing ASUU policies, rules and regulations regarding student-faculty relations. 6) The Chairman shall serve on the Apportionment Board: 7) The Chairman shall function func-tion as the ASUU President in his absence, or until a new president is chosen. Powers and Duties Shall Be: 1) To supervise and coordinate all ASUU student committees; commit-tees; 2) To be responsible for all programs sponsored by the ASUU other than those under the supervision of the Student-Faculty and Public Affairs Af-fairs Boards; 3) To be responsible for recommending re-commending the appointment and removal of the chairmen of all ASUU student programming pro-gramming committees to the Executive Council; and 4) To be responsible for proposing pro-posing policies, rules and regulations regarding student programming. 5) The Chairman shall serve on the Apportionment Board. Section 5. Public Affairs Board: A. Organization of the Board: 1) Shall consist of a Chairman and two members elected for a term of one year from among the ASUU membership member-ship at a general election determined by the ASUU government in accordance with University regulations. To be responsible for calling call-ing meetings of the Executive Council and with the Chairmen of the Boards for determining the agenda of these meetings; D. To serve as co-chairman of the Committee on Student Affairs; Af-fairs; E. To serve on the Apportionment Apportion-ment Board; and F. To be responsible for such additional duties and powers as may be assigned to him by the Executive Council. ARTICLE VI STUDENT BOARDS Section 1. The Finance Board: A. Organization of the Board: 1) Shall consist of a chairman and two members elected for a term of one year from among the ASUU membership member-ship at a general election determined by the ASUU government in accordance with University regulations. B. Powers and Duties Shall Be: 1) To be responsible for submitting sub-mitting recommendations to the Executive Council and the Board of Regents for establishing the ASUU student stu-dent activity fee; 2) To receive budget requests from the other Boards, determine de-termine the proposed ASUU budget, and submit it to the Executive Council and the Apportionment Board for approval; ap-proval; 3) To administer student funds and act as financial advisor to each of the other Boards; and 4) To be responsibile for proposing pro-posing financial policies, rules and regulations regarding ASUU monies. 5) The Chairman and members shall serve on the Apportionment Appor-tionment Board. Section 2. The Organizations Board: A. Organization of the Board: national and regional student organizations; 2) Te be responsible for the Public Affairs of the ASUU, to work with and coordinate the student public relations committees of the ASUU; and 1 3) To communicate with the University community as a whole. . ARTICLE VII STUDENT REGULATIONS COMMITTEE Section 1. Membership: A. The Committee shall be composed com-posed of seven student members mem-bers of ASUU appointed by the Executive Council. One member shall be designated as the Chairman of the Committee Commit-tee by the Executive Council at the beginning of the Committee's Com-mittee's term. B. Members will be appointed for an indefinite term of office. of-fice. They shall remain in office of-fice provided they are in good standing in the following manner: fully matriculated, making satisfactory progress toward a degree, and are members mem-bers of ASUU. A member may resign at any time. C. There shall be an advisor to the Committee appointed by the Office of the Dean of Students. D A member shall not hold, or run for, any elected office of ASUU, nor shall a member apply ap-ply for or accept any positions that might represent a conflict con-flict of interests with his duties on the Committee. Section 2. Procedure: A The Committee may set up its own rules of procedure. Section 3. Powers and Duties Shall Be: 1) To communicate and coordinate coor-dinate with all autonomous recognized student organizations; organi-zations; 2) To be responsible for the implementation of all policies concerning recognized student stu-dent organizations. 3) To recommend to the Executive Ex-ecutive Council the recognition recogni-tion of newly organized student stu-dent groups; 4) To act as a resource for and provide services to student organizations; 5) To provide for an Advisory Cabinet of representatives from recognized student organizations, or-ganizations, to act as a sounding sound-ing board for student opinion and communicate decisions of the Executive Council and . the student boards to the respective student organizations organiza-tions and the campus community; com-munity; and 6) To be responsible for proposing pro-posing policies, rules and regulations regarding student stu-dent organizations. 7) The Chairman and members shall serve on the Committee on Student Affairs.
