The City Council of said City shall annually levy a tax sufficient suffi-cient to ipay the interest on this bond as it falls due, and also to constitute a sinking fund for the payment of the principal when due. It is hereby certified and recited re-cited and declared that all conditions, con-ditions, acts and things essential to the validity of this bond exist, ex-ist, have happened and have been done and that every requirement re-quirement of law affecting the issue thereof has been duly complied com-plied with and this bond is within with-in every debt and other limit prescribed by the Constitution and Laws of the said State of Utah.
