If the bond issue is passed by the citizens of Springville the capacity ca-pacity of the plant would be increased to handle a population popula-tion of 16,000. The mayor said that the plant is presently serving ser-ving nearly 9,000 population which is an overload of the plant. This in turn causes po-lution po-lution of the water leaving the plant. It was also pointed out at the meeting that there are several problems with the water wa-ter system, one of them being the incorporation of the well i on 400 North into the system. This has not been done at the present time because the present pres-ent pipes are not large enough to handle the flow from the well. It was noted that incorpora- 1 tion of this well into the system sys-tem is necessary to retain the rights to the water as these rights are based on use of the water.. Larger lines are also needed in other areas of the city. The date of the bond election has been set for Tuesday, June 11, 1968. Civic, community and church leaders met Monday evening with the Springville City Council Coun-cil to discuss needed expansion of the sewage treatment plant and proposed improvements to the culinary water system. Mayor Calvin Packard and other councilmen proposed to the 40 in attendance that the city bond for $200,000 to pay for expansion of the sewage plant, thus freeing $150,000 of capital 'improvement funds which would be used to enlarge en-large certain aspects of the culinary water system. The mayor also pointed out that by bonding at this time there is a possibility of obtaining obtain-ing federal grants to help finance fi-nance the payment of the proposed pro-posed improvements. The mayor and the council proposed that the payment of the bond be made through a 4 mill increase of the property proper-ty tax levy. The mayor noted that the city reduced the mill levy 4 mills last year as had been promised at the time the city bonded for original construction construc-tion of the sewage treatment plant.
