U Glenn cir filibuster sucossful A Senate filibuster led by Utah Senators Jake Garn and Frank E. Moss succeeded in blocking theCleanAir Amendments Amend-ments Act of 1976. Garn began be-gan the delay last night by objecting to the bill being considered without it being read in its entirety on the Senate floor. The readingwas suspended shortly after 1:00 in the morning and the Senate Sen-ate adjourned until 9:00 a.m. The filibuster continued from then until 4:15 in the afternoon after-noon when Acting Majority Leader Senator Robert Byrd (D- W. Va.) presented a resolution that the Senate adjourn ad-journ by midnight and not reconvene until after the first of next year. The resolution res-olution passed and the lawmakers law-makers moved on to other business which must be considered con-sidered before adjournment. In filing the adjournment resolution, re-solution, the Senate leadership leader-ship made it clear to the bill's proponents that they would not have time to break the filibuster and have a voteontheCleanAirAmend-ments. voteontheCleanAirAmend-ments. "I am very pleased that we were successful in killing kill-ing this legislation for this Congress," said Senator Garn. "It will now be necessary nec-essary for the bill to be re -introduced in January. When it is, I'm hopeful that we can have some real studies on the potential im -pact of clean air legislation and make our decisions on an intelligent, informed basis ba-sis rather than the way we were asked to decide on this bill.
