Show Legislation Aids Cities Affected By Resource Growth Congressman Wayne Owens (D-Utah) has introduced intro-duced legislation to provide social and urban planning to communities which are significantly sig-nificantly impacted by rapid energy resource develop-, ment. "Economists and planners foresee roughly 200,000 people peo-ple migrating to the Green River formation area in Colorado, Utah, and Wyoming Wy-oming to support a one million mil-lion barrel per day oil shale industry," Owens explained. "The growth of coal gasification gasifi-cation and liquefaction and development of tar sands suggest that eastern Utah's rapid population growth will continue." "The expanding population will require additional housing, hous-ing, roads, water systems, health care facilities, and other services," Owens said. "My bill establishes an 'Energy ResourcesArealm-pact ResourcesArealm-pact Fund' which would channel chan-nel funds to impacted areas to assftt new social, urban and community development needs of these areas," stated Owens. This fund will be financed through royalties paid on the production of oil shale, coal and tar sands, and will be supplemented through the conventional appropriations process. "The bill creates a community com-munity and development assistance as-sistance program tailored to the special needs of Utah and other energy-rich Western states," Owens said. "It should become a ; necessary component of our I national energy policy," J Owens concluded. |
