"They have too much control, and they weren't giving it a chance to grow and represent all the students," he said. Weber lobbied to have students from the other colleges elected to different positions, and they left the conference that goal completed, Anderson with said. All students from the colleges and universities are members of the USA and pay an assestment. The cost to Weber State's students is five cents per student per year, said Anderson. The USA examines political issues and helps protect and unify student rights, he continued. In the past it has created funding for campus libraries. The Utah Board of Regents calls on this body to obtain student opinions on various issues, said Anderson. This year, Anderson undertook a major project and developed a survey that asked questions from each campus on how their programs worked, what services they offer to students, and how much influence students had on each campus. He then published the results in a book. It cost $600 to publish and each of the different schools received a copy. The funding came from the USA. Weber State is the only school that provides $900 and a tuition waiver per quarter to the executive officers, according to the survey. Some schools provide scholarships and smaller stipends, while with other schools, the student government is voluntary. Some of the schools' newspapers are completely funded by student government, while others are partially funded, as with Weber State's Signpost. The Signpost receives one-fourth of its funding from ASWSC and receives the rest through advertising. Other schools' newspapers receive no funding from the student government, like Brigham Young University. Most of the schools reported a good relationship with the student newspapers. Some did report problems, but generally said that the problems could be corrected with communication. "One interesting thing to note," said Anderson, "is that very few of the schools have the rights we have." At Brigham Young University, there are no student members that sit on the Institutional Council, the Council of Academic Deans, the faculty senate, or any of the faculty standing committees. At Snow College, students sit on part of the committees with a full vote. But they do not sit on the faculty senate or the Council of Academic Deans. At the U of U, Utah State University and Weber State, students sit on all committees and councils and either have a full vote or a voice in the decisionmaking process. "The purpose of this book was to develop coordination among the schools," Anderson said.
