Show Tuesday, October 19, 1982 5 Mayor Dirks speaks out Announcing: by Kathy Kendell Gov't Affairs Editor According to congressional candidate, Ogden Mayor Stephen Dirks, unemployment is the number one voting issue in the 1982 election. Dirks is challenging incumbent Congressman James Hansen for the seat in the first congressional district. The latest polls show that the distance between the two candidates has narrowed in recent days, as the election draws nearer. Dirks attributes his gain to the economy and specifically unemployment which topped 10 percent earlier this month. The 10.1 percent unemployment figure doesn't tell the entire picture according to Dirks. "There is a tremendous human cost in addition to the monetary losses. There have been reported higher incidents of child and spouse abuse which some experts link to the financial strain of having the breadwinner unemployed," said Dirks. There have been three short term job bills introduced in congress in the last few months. All three were rejected by Rep. Hansen according to Dirks, and Hansen's reasons for casting a n egative vote do not constitute a fair trade-off. Dirks stated he would have been in favor of all three pieces of legislation and State Legislature Internships Available part-time and carry a stipend. This student will have a variety of supervised assignments and will be expected to spend at least 15 hours per week on this position. . "This is a great opportunity for students to get practical experience along with academic credit," Dr. White noted, emphasizing that the internships are not limited to Political Science students. "Any student who has a demonstrated interest in and some background in government or the legislative process is eligible," she saidr Students are invited to get more information and application forms in the Political Science Office, SS 280. Students who are interested in internships in the 1983 Utah State Legislature or in Ogden City government should apply for them by October 29 at the Political Science Department Office, Social Science 280. Two positions in the Legislature will be full-time and carry a stipend for the three-month period the Legislature is in session, according to Dr. Jean B. White, internship coordinator and professor of Political Science. The four other legislative positions are part-time, requiring approximately 16-20 hours per week. One position in Ogden City government will be Financial Aid Update Although the College has received their funds for the National Direct Student Loan, authorization to release these funds has not yet been finalized. The College award was included in the "Student Financial Assistance Technical Amendments Act of 1982" (Senate Bill S-2852), which has cleared both bodies of Congress and has now been forwarded to the President for consideration. We expect his signature and clearance by the end of October. That same bill includes language that will alter the treatment of ,Veteran's Educational benefits. This year most Veterans were eliminated from receiving the Pell grant because they were receiving Veterans Educational benefits. The new law will restore, on a formal basis, some if not all of the Pell grant to most Veterans that were otherwise eligible prior to this year. Current Pell grant recipients may also be given slight increases in their awards, based on this same legislation, but we will not have those new payment ' schedules until the end of October. Hansen also voted against various student loan and grant programs which Dirks says are"one of the few benefits which aid the middle class." In the Mayor's view there needs to be a combination of grants and loans which help those interested in seeking a college education. Dirks places a high priority on student aid, calling it an "investment rather than purchase use of government dollars." Dirks stated he is in favor of legislation which would give power to the states to pass laws concerning the issue.
