Almost immediately after John Kennedy injected his proposal for a Peace Corps into the presidential campaign in 1960, people began stepping forward to point out that the idea behind it was not exactly new, that it had existed in various forms for a long time, In fact, dozens of organizations were seen "discovered" by the press as Peace Corps prototypes. For instance, while the Boston "Globe" headlined the fact that Boston College pioneered the Peace Corps and Drew Pearson credited the President of the Jer- old Electronics Corporation with implanting the idea in candidate Kennedy's head, Washington "News" column jt Tom Kelly reported the discovery of "our first Peace Corpsmen" - -Bernie Erven and Jim McKinley, two young men who had just finished six months in Jordan with the International Farm Youth Exchange. Many religious groups and private organizations, in fact, have long been active in sending volunteers abroad on very much the same type of missions to be undertaken by the Corps. Nor were those precedents confined to the. U.S.: numerous prototypes existed in other countries. When the United Nations voted on a motion to have the Econ-nomic and Social Council consider the Peace Corps, French delegate Maurico Viaud said he thought sending young volunteers out in the underdeveloped countries was a fine idea-France had been doing it for years. As Congressman Henry S. Reuss pointed out on the floor of the House of Representatives, one example dates back at least 1,500 years, when St. Benedict led missions of young men from the affluent society of Rome out to work in the underdeveloped areas of northern Europe. In more recent times, the efforts of missionary groups to channel the ideals and the energy of youth into improving mankind offer an even closer parallel, and many nonreligious organizations have also been active in sending volunteers into underdeveloped countries. In fact, Sen. Kennedy's campaign proposal declared in essence that, if he were elected, the for of the United States government would be put behind a kind of program that has been successfully carried out for several years by numerous private organizations. There are two main roots to the Peace Corps idea. One can be traced back to the work of Christian missionaries, with emphasis upon selfless sac- - x.e .... I J - " ! The other derives from the suggestion of American philosopher William James that to conscript a 'peace army" of young men to "go to war against nature" would not only be of great help to the less fortunate of the world but would at the same time be very enlightening and inspiring to those who took part.
