Washington. D. C. Aug. ). It is impossible, at a late hour tonight to ascertain whether the reply of Spain to the oiler of the United States, delivered deliv-ered this afternoon, will prove to be satisfactory to the President. The .fact that Ambassador Cambon spent nearly two hours at the White House, and all information is refused to the press by Set. Day. indicates that the answer may not meet the requirements of this Government. If such turns out to be the. case at the Cabinet meeting tomorrow, Spain will be presented with an ultimatum, giving her forty-eight forty-eight hours to agree with the preliminary prelim-inary terms, and failing so to do with- in that time, the terms will be withdrawn with-drawn and the war prosecuted with all the vigor possible. The Eastern squadron will immediately sail for the Spanish coast. Manilla will be permanently per-manently occupied, and when Spain again sues for peace, she will be made 'o pay dearly for her folly in not accepting the very liberal terms offered of-fered id reply to her first request.
