and are rapidly clear ing the legislative decks of bills in keeping with the propos al of representative pembroke that all bills be presented in n the first forty five days members have thrown the peak load on the decks and except for nc essary chan changes chanes es under special order new bills have not been received confidence is expressed that it will not b necessary to take advantage of I 1 stopping the clock and the utah solons scions are hoping that the present session will end promptly in the s ty days A bill wh ch eh wh ie le adopting some tea fea tures of the standish bill for wh ch it is a substitute would throw more stringent regulations around both the use and sale of tobacco than adyth n that has been accomplished under the southwick act which it amends was brought into the state senate by the committee on public affairs and was placed on the second reading calendar boosted as a compromise measure arranged between friend and foes of the standish measure the b 11 bears every indication that the foes of that b il 11 were at least very much in evi dence if not the coi troll ng factor at the conferences of the committee and at times of others who assisted in reach ng this solution of the problem presented to the state in the at tempee literal enforcement of the southwick act the bel amends the southwick law so is to permit the sale of ci gareta garet legally in the state instead of bequir ing persons who would follow the let ter of the law and st 11 smoke tobacco in this form to send out of the state for the commodity but before a me chant may sell c garets he must take out a license at an annual fee in no instance less than 25 and in salt I 1 lake runn ng as h gh as this I 1 cen cene e fee schedule is much h gher than that carried in the standish b 11 II while at the same time the penalty for i legal sell se 4 ng of c garets is increased from a fine of to one of naturally it is argued the effect will b that persons who operate under the law and take out a license will sup port all efforts to prevent illegal sale of ci garets by competitors who do not have such a license and with str ct enforcement of the law the tile license will become a th ng of value and any dealer will null be slow to run the risk of losing it by the sale of c gare s to minors whereas a wyom n ng or colorado dealer receiving an order through the ma I 1 will not inquire nor be able to as certain whether his patron is a m nor or not a licensed utah dealer will have opportunity of know ng and will b slow to yield to the temptation of making the sale the bill also out South wicks south eftick ick in that it provides that tobacco in any form shall not be advertised in the state the present law permits the advertis ng of smoking tobacco or chewing tobacco or tobacco in any other form except ci garets the amendment men dment to this law is more gent in that particular the b 11 does make some concessions concessions in a mod fi cation of section 4 of the southwick act which affects the use of tobacco in what are defined there n as enclosed public places however a ng of this provision will show that in many instances the res taura beur will be b 11 II lad ad been railroaded and and gaag boag n this bill places an excise tax of ava cents a gallon on the sale of fuel oils and requires d and retail dealers to pay a license tax of 5 and 3 a quarter for operating the r places of bus ness |
