Show Utah Rural Rehabiliation Program Now Functioning The Utah Rural Rehabilitation program, according to Wallis R. Dunkley, County Supervisor, is getting into full swing in Washington Wash-ington County. Farmers who are eligible throughout the county are urged to get in touch with this office as planting time is near and a little boost now may mean a big boost this fall. The purpose of Rural Rehabilitation Rehabili-tation is to help economically stranded persons to establish themselves them-selves in rural areas on a -self-sustaining basis. Their aim is to make it possible for people to get off the relief rolls. Rural Rehabiitation is not a program pro-gram of public charity. Benefic-' iaries will give their notes for re-j payment in full for both subsistence subsis-tence and capital goods advances. : Most people are seeking only an (opportunity to help themselves. ! It is the aim of the Utah Rural : Rehabilitation program to provide this opportunity. j Prospective clients who are eligible eli-gible for the Rural Rehabilitation program are farmers in rural areas j who are now on relief or have exhausted their resources. They' will be certified to the Rural Re-: habilitation Supervisor of the county by the Social Service Case' Worker under the Emergency Re-' lief Administration. . j After '.:a client has been re-j commended as being eligible for rehabilitation the county super- J visor will conduct a detailed farm : management survey of his assets! and liabilities in order to get a : complete picture of his situation, j A program of operation will be j worked out with each client to- j gether with a repayment plan, j Budgetary estimates will indicate in every case whether or not tne anticipated income from the farm ( set-up will pay the operating expenses ex-penses of the farm, cloth and feed the family, and pay back to the! Corporation money that is advanc-: ed for the purchase Of the capital goods. Clients whose plans of operation op-eration show such a favorable condition con-dition will be recommended to the State Corporation. The latter will execute loans to carry .on the plan of operation agreed upon by the parties concerned. Federal funds are used for the purpose of financing the program. Monthly budget estimates are prepared pre-pared and submitted to the Federal Feder-al Emergency Relief Administration Administra-tion at Washington for approval. For the purpose of adequately handling of loans to clients a Corporation Cor-poration has been set up known as the Utah Rural Rehabilitation Corporation. This is the financing agency through which loans are made to clients. All such funds advanced will be paid back to the Corporation after a reasonable length of time, at a rate of interest inter-est commensurate with that of other Government loaning agencies. agen-cies. Feed loans up to $25 will be available to all farms in the county, states Mr. Dunkley.
