Show Board decides on 17 million Bond set for high school auditorium The Uintah School Board settled on bonding for 17 million for a new high school and auditorium for the west side of the county after a lengthy discussion on the needs of the district during a special meeting Monday Approval of the bond election tion will be during the boards board's regular me meeting ting Thursday at West Junior High School One of the reasons the board has decided to propose a bond issue is are a re- re requirement of the Community Impact Board that the district should be bonded before they can receive any funds The Uintah School District has ap ap- ap applied plied for 43 million from the Com Com- Community Impact Board but the Impact Board wont won't allow the loan unless the board shows a aneed need by being bonded Also the Impact Board requires the school district to bond to cover the amount of the loan Originally the board requested 10 million from the Community Impact Board Doard for the high school but since that time have lowered their request to 43 million because of the reaction of the Impact Board to their first request The reason for the boards board's proposal for a new high school over a middle school or junior high is that it would allow more flexibility Grades 10 to 12 could be placed in the new school grades 8 and 9 in Uintah High School and grades 6 and 7 could reo re- remain main at the junior high If things cool off we the ninth grade into the high school said Gary Taylor school board member Where the school district is feeling the most crowded conditions this year is in grades six to nine With Uintah High School nearing capacity at students board members say that a anew anew new high school would best alleviate the crowded conditions According to State School Board records based on the number of births in the district and the impact of White While WhiteRiver River Shale Deseret Generation and Transmission and the Ute pro pro- project by 1986 there will be more high school students grades 1012 and more students In grades six to nine on the east side of Uintah County By 1985 total student population tion Is projected to increase 2198 students Dr Robert Vincent pupil services specialist told the board Elementary students durin during the same time period will Increase over 1500 students but the board supports the building of a new high school because of the time 3 years it takes to build it and it would solve the long long- range problem when the larger lower grades move into high school The board Indicated that they would rely on energy companies coming up with impact funds to build new elemen- elemen laries which they Impact the most School board members dont don't deny that a bond for 16 million wouldn't raise the mill levy A 16 million bond at percent In- In Interest interest terest paid back in 15 years would re- re require require quire the board to pay per year With the present nine mills for building of new schools the board would have a surplus of next year Each mill on present property evaluation generates for the school district About 1 million of the building fund is required to Improve the present buildings Coming out of the school districts district's building fund is up to a year for two elementary schools which are now under construction Tax credits for the two will continue for the next six years to Deseret Generation and Transmission who gave front up-front money to the board for construction of the schools We spent a lot of future revenues on the said Richard Tolley district clerk Architect Ralph Edwards Daniels and Edwards told the board that it would cost approximately for a seat auditorium for the west side The board included that amount in the bond proposal for th the high school The auditorium will be located near West Junior High and Todd Elementary The board discussed property properly now owned by the board ard for a location of the proposed high school but didn't decide on n any specific area The high school will cost million have a capacity of 1500 students and require 40 acres acres t I |
